Canadas' Sfandard
Potato Grades
Being Enforced
The inspection service put into
effect recently to enforce Can-
ada Standard grades for table
potatoes offered for sale in
Greater Winnipeg is making ex-
cellent progress, reports J. R.
Bell, Deputy Minister of Agri-
culture.
Only 21 per cent of potatoes
declared to be No. 1 grade satis-
fied first grade requirements
during the first week of inspec-
tion, Mr. Bell points out. During
the week ending April 14th, 72
per cent of the inspected pota-
toes offered for sale as Canada
No. 1 met requirements and fur-
ther improvement is expected.
“This indicates that Manitoba
grown table stock can be graded
to equal potatoes offered by
other production areas,” Mr. Bell
declares.
Legíslation providing for grad-
ing and inspection of table po-
tatoes offered for sale in Mani-
toba was enacted several years
ago but establishment of an
inspection service was delayed,
Mr. Bell states. It was apparent
at that time, he adds, that uni-
formity of grades and regula-
tions throughout Canada should
be one of the objectives of any
grading and inspection policy if
inter-provincial movement was
to be facilitated.
The Federal Fruit, Vegetable
and Honey Division, under the
direction of P. W. Clement,
started a program of inspection
in Winnipeg at the retail level
in March. During its first three
weeks of operations the inspec-
tion service was a fact-finding
service, providing wholesalers
and retailers with information
in respect to grades. Potatoes
offered for sale and found to be
below minimum grade standards
during the last two weeks, how-
I ever, have been placed under
detention and were required to
be regraded before being sold.
Recognizing that production of
high quality table potatoes lies
basically with the producer, a
representative has been assigned
to work with growers. Selection
of certified seed only for plant-
ing is emphasized.
Premier Restates
Stand on Freight
Rate Increase
Commenting on the Canadian
railways’ recent application for
a 14 per cent increase in freight
rates, Premier Douglas Camp-
bell stated that Manitoba would
c»ntinue to take the position that
an increase should not be grant-
ed if the necessary extra revenue
could be secured through addi-
lional traffic volume or any
other söurce, or if expenses of
the railways could be shown to
be less than estimated.
This new application is in
addition to the five per cent ap-
plied for last December, Mr.
Campbell pointed out, and, if
granted, will raise the general
level of freight rates 74 per cent
above the level prevailing in
April, 1948.
During the January hearing,
the provinces opposed the 5 per
cent application mainly on the
ground that exíra revenue would
be available from the higher
volume of traffic resulting from
defence preparations. The Board
of Transport Commissioners has
not yet given its decision on that
application.
“From the beginning of the
hearings on freight rates in 1946,
Manitoba has consistently taken
the position that the Canadian
railways must have revenue
sufficient to pay for the railway
service which is so essential to
the people of Canada but we
have insisted that any increase
should be limited to the amount
which was absolutely necessary
for that purpose.”

SEED TREATMENT
Now is the time to treat your seed. This may be done
during slack periods, as once treated the seed can be stored
until it is ready to so'W. Thus, it is not necessary to be treat-
ing when the busy seeding season is in full swing. To obtain
control of smut, barley should be treated at least eight days
before seeding. Treated seed should be stored in a well-
ventilated bin.
Ceresan, Leytosan and Panogen will control the covered
or ball smut, and the false loose smut. Loose smut can only
be controlled by hot water treatment. The hot water treat-
ment is a slow and exacting operation, it can only be done
on small amounts of seed anl only when the water can be
maintained at a uniform temperature. The mecuric com-
pounds, in addition to controlling the covered and false loose
smuts, will control or reduce other seed-borne diseases and
wil'l also protect the seed from some of the soil-borne disease
such as root-rot. Seed treatment with these compounds has
increased the yield by as much as two to five bushels per
acre. Care must be taken to avoid inhaling the dust. A dust
mask or even a handkerchief tied over the mouth and nose
will give good protection. If a liquid is used, it should not
be allowed to come in contact with the hands or face. Treated
seed should not be fed to livestock.
