tection. In 927 A. D. an emissary, Vifigotr, was
sent to Norway in order to draw from a basic code
of law some form of fundamental government. From
western Norway he returned to bring the Alpingi,
which was put into effect three years after his
jimey.
The Alpingi, or general assembly, was made up of
ional chieftains. Meetings were first held at
ingvillir, which is about 30 miles northeast of
Reykjavik. Laws were unwritten and a law Speaker
was elected from the body to recite all codes which
were appropriate for each case. At first there
were 36 Godars, and each attended on a voluntary
basis. The Alpingi was bound only by verbal agree-
ment.
In 965 A. D., the unwritten constitution was
changed and with the rise in attendance of Godars,
Iceland was divided into four administrative ter-
ritories.
Ibis system of government remained in effect
until 1262 A. D.,when the might of Norway bent Ice-
land under her soveriegn rule.
