A casual observer would hardly take notice of
the activities conducted by a Navy organization
headed by a supply corps rear admiral and located
on two floors of a federal building in Brooklyn,
N. Y. To most people, it is just another of the
,ny government offices that came into existence
er World War II.
However, to the men and women of the U. S. Navy
and their families, the Navy Resale System Office
(NRSO) has considerable importance...it is the
headquarters of a globe spanning retail, services
and supermarket type operation that serves the
needs of naval personnel.
The Navy Resale System celebrates its 25th year
of providing service to the Navy in April 1971.
During the past quarter of a century, refining and
updating resale policies and procedures and improv-
ment of physical facilities afloat and ashore has
been the thrust of NRSO operations. The end result
is improving the standards of service to the Navy
family.
Although it is part of the Navy and is governed
by all applicable rules and regulations of the
government, the Navy Resale System Office was es-
tablished to function in a manner similar to a cor-
porate business headquarters. It uses standard
business practices to accomplish its objectives and
maintains a flexibility not found in many govern-
ment activities.
A central office given the responsibility of
managing a worldwide system must have the built-in
ability to adapt its methods to rapidly changing
needs of resale activities and the resale customer.
In this respect, NRSO has served the Navy well
in the short span of 25 years. From a fledging
office that was primarily concerned with unifying
all resale activities under its control, NRSO has
evolved into a complex, diversified and responsive
organization that provides valued professional as-
sistance to a worldwide network of resale outlets.
Navy Study Group
The NRSO story really begins in 1946 when the
.recommendations of a Navy study group, under the
airmanship of Capt. W. H. Bingham, SC, were ap-
