The naval station established the
Navy Services and Benefits Coun-
cil and included in its body the
presidents of all wives' clubs on
the base. Under the heading of
"Wives Ombudsman," wives with
problems or questions may call as
follows: Officers' wives, Mar-
guerite Davis, 8233, or Claire
Dunn, 4277; CPO wives, Linda
Scheidt, 8855; and wives of E6s
and below, Helen Collins, 3245.
• 2-gram 25, which increased
the percentage of afloat person-
nel who can be on liberty while
their ship is in port, required
no local implementation.
• Z-gram 26, which required no
action in the defense force, set
up a program to eliminate require-
ments of fleet units to provide
shore patrol.
• Z-gram 27 also concerned
itself with the afloat operating
tempo. This Z-gram, requiring no
local action, established an un-
derway policy for ships operating
in one and two-week periods.
• Z-gram 28 announced progress
of certain retention groups and
specified the formation of fur-
ther groups. Again, no local im-
plementation was required.
• Z-gram 29 continued tbe em-
phasis on afloat operating pro-
cedures. This Z-gram authorized
and encouraged commanding offi-
cers of ships to grant leave up
to five percent of the crew while
the ship is deployed and ten per-
cent when the ship begins its re-
turn to the continental U.S.
• Z-gram 30 was pertinent to
the officer members of the Navy.
This requested commanding offi-
cers of activities where open
messes are operated to emphasize
the O' Clubs as the mess for all
age groups, with special emphasis
on activities and functions for
the younger officers.
