Seventh in a series
‘Action Line’ established
This is the seventh in s series of articles setting forth the
Chief of Naval Operations' Z-grams, what they are, their intent, and
how they affect naval members of the defense force.
e Z-gram 60 directed the installation of an open line at all shore
stations which all personnel may
call to suggest improvements on
any aspect of Navy life. Locally
Action Line stole a march on CNO,
installing an Action Line before
receipt of the message directing
such a line. Known as "Commanders
Action Line,” it is manned live
by personnel of the IDF Public
Affairs Office. People with sug-
gestions or recomendations on
how to improve life aboard the
NATO base should call Ext. 2231,
Monday through Friday,from 8 a.m.
until 5 p.m. It is expected that
an automatic recording device as
described in Z-gram 60 will soon
be installed so service will be
cm an around-the-clock basis.
e Z-gram 61 initiated pilot
programs to evaluate the feasi-
bility of permitting warrant of-
ficers and senior petty officers
to assume Comunications Watch
Officer and Registered Publication
System custodian duties. The lee-
land Defense Force was not Inclu-
ded in this pilot program so no
local action was required.
e Z-gram 62 expanded CNO dis-
cussions originally established
by Z-gram 54 to include student
officers of the Naval War College.
No local action was required.
e Z-gram 63 reduced the number
of CCKTAC publications required
aboard ship and invites users of
these pubs to cctsminicate direct-
ly with OP-301 or OP-094 regarding
Cub Scout
The first of three suamertlme
award events in this year's Cub
Scout Olympics will be held to-
morrow at the Viking Vista area
from 10:30 a.m. to 1:30 p.m.
This month's theme, physical
fitness, will pit Cub Scouts in
such physical cent sets as three-
legged races, sack races, relays,
wheelbarrow races, broad Jump and
50-yard dash.
Scout officials have sounded a
call for fathers to take part in
the three-legged races, and are
urging all Cub Scouts to be pre-
sent and participate in the var-
ious events.
proposed changes. This Z-gram
did not apply to IDF.
e Z-gram 64 devised a signal
followed by a number to indicate
who is conning a ship (1-Ens.,
2-Lt. (J.g.), 3-Lt., etc.). No
local implementation was required.
e Z-gram 65 suaaiarised the
Vietnamisation program. This Z-
gram outlined the importance of
Vietnam duty for officers, and
asked for volunteers for Vietnam
from the officer ranks. Locally,
requests for Vietnam duty frem
officers will be forwarded to ap-
propriate authorities.
e Z-grma 66 discussed racial
discrimination among minority
groups and directed both imedl-
ate steps toward erasing discrim-
ination and future action by all
coesiands appointing an aware min-
ority group officer or senior
petty officer as a special assist-
ant to the commanding officer on
minority affairs. Within the de-
fense force, problems of this
nature are minimal. Should e-
vepts dictate, a special assist-
ant for minority affairs would be
appointed for the naval station.
e Z-gram 67 modified the in-
spection schedule of combat units
and placed increased emphasis on
Immediate unit ccaaundera. De-
tailed information on this Z-gram
was included in an OpNav instruet-
