Collins named Keflavik’s Ombudsmaft
PRESENTING—Mrs. Helen Collins as Naval Station Keflavik's new Family
Ombudsman is Captain Thomas J. Keene, NavStaKef commanding officer.
Mrs. Helen Collins has been
named as Naval Station Keflavik’s
Family Ombudsman. The anouncement
was made by Captain Thomas J.
Keene, NavStaKef commanding officer,
at the regular meeting of the Wind-
breaker Wives Club last Monday.
An Ombudsman is one who cuts
governmental red tape and acts as a
liaison between the interested
party and the official when normal
procedures for problem resolution
are unsatisfactory.
The Chief of Naval Operations
established the Ombudsman of the
Navy in October 1970. Approxir-
mately one month before this, he
established the Office of Wives
Ombudsman in order to give
dedicated Navy wives everywhere
an official representative to ex-
press their views directly to unit
commanding officers.
The position of Ombudsman is
not new to Mrs. Collins. She
served as Ombudsman for Naval Sta-
tion Keflavik when her husband
was assigned here during 1969-1972.
Mrs. Collins has three children and
is married to CE1 John P. Collins*,
who is attached to the Telephone
Maintenance Division of the Public
Works Department.
Mrs. Collins stressed that the
Family Ombudsman program does not
replace the chain of command, nor

When a problem exists these chan-
