The theme for this year, Save Energy Today...Protect Tomorrow, highlights the critical need for action now to guard Navy Readi- ness and National Security in the future. Turn to pages six and seven for tips on how you can save energy. LMET course. The Navy has begun including attendance at the two-week Leadership and Management Education and Training (LMET) course in PCS orders for all E-5's en route to fleet units. LMET attendance will be at one of eight CONUS LMET sites or Pearl Harbor for personnel transferring to units home- ported in Hawaii. The inclusion of E-5's in the course during Fiscal Year 81 marks another step in continuing development efforts to provide LMET to person- nel en route to key fleet billets. LMET courses are now available for E-5 through 0-6 personnel. Voting privileges. . . In a memorandum stressing voting responsibilities, Admiral Hayward, Chief of Naval Operations, told Navy leaders the right to vote is one of the most precious privileges and important duties citizens have. "Although we are serving our country while in the Navy, our respon- sibility of citizenship cannot be adequately discharged without genuine concern for the type of government we have at every level," the CNO said. For example, dur- ing Fiscal Year 1972, 2.6 million claims were processed, and during Fiscal Year 1978, almost 4 million claims were processed (not including claims that had to be returned). This is an increase of over one million claims or almost 40% in six years. Roughly, out of every 100 claims received, 26 will have to be return- ed to the beneficiaries right up front because they are incomplete and 74 will be processed to completion, 66 to be paid and/or applied to the fis- cal year outpatient deductible and 8 to be rejected. Out of those 74 claims that will be processed to completion, about 65 will be paid or re- jected within 21 days and 9 will take longer because additional medical or double coverage information is required or because an eligibility check is needed.
