Keflavik included in FY87 Navy budget proposal In the middle of the town of Reydarfjord is the herring factory, shopping center and town church. Reydarfjord is a town approximately 75 miles north of Hofn on the east coast of Iceland. (NNS) — Naval Air Station Keflavik, Iceland could benefit from the Fiscal Year 1987 Department of the Navy budget proposal submitted to the House Armed Services committee in Washington, D.C. Feb. 5. In the proposal NAS Keflavik is slated to receive 250 new family housing units. Other items featured in the proposal include increases in Navy pay, personnel, ships and aircraft. In asking for a four percent pay raise starting Oct. 1, Secretary of the Navy, John H. Lehman said, "This is the absolute minimum we need to to stay even and not widen the gap any further." Presently, the military is 8.3 percent behind civilian wages. Secretary Lehman said personnel readiness remains the Navy's top spending priority. "The success (of personnel readiness) depends on the maintenance of adequate compensation and adequate quality of life," he said. The proposed budget includes increases in sea, submarine and special pays and modifies aviation officer continuation pay to make the bonus more attractive. New construction of family housing for FY '87 includes 1,668 units Navywide. Locations are: Naval Station (NS), Long Beach, Calif. (300 units); Public Works Center, San Francisco (300); NS, New York, (300 units); NAS, Moffett Field, Calif., (126); Marine Corps Air Ground Combat Center, Twentynine Palms, Calif. (392); and the 250 already mentioned for construction here. The budget requests an increase of 11,400 people for a total of 592,700 to man new ships and squadrons. Additionally, an increase of 12,992 reseve force people are requested to support various Navy programs. To reach and sustain a 600-ship Navy, the budget proposes building 21 new ships and converting three. Included in the request for new ships are one Trident submarine, four SSN 688 Class submarines, two Aegis class cruisers and three Aegis guided destroyers. Two hundred and seventy-one aircraft are requested for FY '87 including 15 F~14As, 120 F/A-18AS and 42 AV-8Bs. This is the first year Sh-60F anti-submarine warfare helicopters have been requested. "This will build to an active inventory of about 5,700 aircraft. A 14th air wing is also planned," Lehman said. The Secretary concluded his presentation to the committee by stating how important it is that congress pass the proposed budget. "The modest 5.6 percent average increase in the Navy/Marine Corps budget over the last five years has paid enormous dividends," he said, " and provided capabilities many times more than that increment."
