eyrar. Aðalskipulagið mun taka á innri
uppbyggingu sveitarfélagsins í Ijósi
þeirra tækifæra sem kostur er að
virkja. Eitt af stóru málunum sem tek-
ið verður á í aðalskipulaginu er teng-
ing sveitarfélagsins við þjóðvegakerfi
landsins.

Árborg is a rapidly-developing local
authority with a population of 6,300
and steadily growing. Árborg is a
service centre for southern lceland,
and shopping, service and industry
are the main employments of the
local authority. Education is progres-
sive and tourism is growing rapidly.
In addition to the primary schools,
there are six kindergartens in Árborg,
a music school and the vocational
school Fjölbrautaskóli Suðurlands.
General service is good, cultural life
is diverse, the environment is beauti-
ful and the people are interesting.
In this introduction, which I have
often used when we have advertised
for people for the local authority, the
strength of Árborg is emphasised.
Although possibilities are contained
in strength, these possibilities can
also be contained in weaknesses,
such as in the task of facing and sur-
mounting them. There are many peo-
ple of the opinion that the greatest
weakness of local lcelandic authori-
Suðurstrandarvegi hefur gríðarlega
þýðingu, m.a. fyrir ferðaþjónustu á ís-
landi. Á hringnum eru Keflavíkurflug-
völlur - Grindavík með Bláa Lónið -
Þorlákshöfn - Eyrarbakki - Selfoss -
Hveragerði - Reykjavík. Suðurstrand-
arvegur mun gegna stóru öryggis-
hlutverki vegna eldvirkni svæðisins.
Þegar rætt er um uppbyggingu sam-
göngukerfisins er rétt að hafa í huga
að aðalleiðin milli höfuðborgarsvæðis-
ins og Árborgar liggur um Hellisheiði.
Þann veg þarf að tvöfalda og lýsa
ekki síður en Reykjanesbrautina.
Framsýni þarf við skipulag þessara
vega - fyrr en varir geta þeir orðið
ties is at the moment the increasing
number of tasks that Parliament and
the Ministeries have given to local
authorities without the necessary
resources to carry them out. I sup-
port this view and emphasise that it
is a priority issue to reorganise the
income of local authorities and to
enable them to carry out the tasks
that they are legally obliged to under-
take. In this are contained important
possibilities for the nation as a whole.
The strength of Árborg, however is
mainly to be discussed here. Two
aspects are particularly important.
On one hand is the unusually impor-
tant part played by service in the
local authority. Shopping is varied
and important compared to the capi-
tal area, particularly in daily goods
and construction materials.
Education and public service of the
local authority and the state are of a
high standard. Industrial production
and contracting are important and
many small but dynamic companies
leiðir milli hverfa í stórborg.
Sú heimavinna sem hér hefur verið
lýst er nauðsynleg til að undirbyggja
samkeppnisstöðu og sóknarfæri Ár-
borgar.
are active, such as in industry and
various consultations. This strength is
partially due to the three urban cen-
tres of the local authority and the
surrounding countryside with tradi-
tional farming.
This foundation, which I have
described, is the key to being able to
utilise the unique position of Árborg
being situated near to the capital
area. I am one of those people who
consider this location one of the
main aspects of the strength of the
local authority and can open up a
number of possibilities. New empha-
sis and demands for modern and
even „different" lifestyles create pos-
sibilities for the local authority Árborg.
Young people are putting more
emphasis on the family and would
like to live in an environment which is
family-friendly. Here we see opportu-
nities for Árborg. With regard to
transportation, Árborg and the
Capital Area are one employment
and cultural area. It is a good choice
to live in Árborg and work in the cap-
ital area, or the other way around.
I would like to quote a report on a
public meeting in Árborg 2: „Rapid
development of Árborg during the
previous years shows that the local
authority is a desirable choice for
people who want to move away from
the stress of the capital area but still
live near it. Rart of this group also
wants the quality of life offered by the
villages on the coast.“
Partly with this in mind, the council of
Árborg passed a resolution with
regard to the development of service
