Austurbæjarbíó, sem átti að rífa, en var hætt við.
/ The Austurbæjar cinema, due for demolition but
the decision was overturned.
the autumn of 2003 a deputy City Council member of
the R-party resigned because, it was said, it had been
decided to demolish the Austurbæjar-cinema to make
room for housing against the will of the deputy Council
member who had been forbidden to air his opinion in
the City Council. On August 11 th 2004 it was however
announced that the R-party had unanimously decided
against the demolition of the Austurbæjar-cinema.
These two examples show, but many more could
be mentioned, that the lack of political agreement will
lead to problems and lack of necessary policymaking in
planning issues. Part of the problem is decisions being
overturned, another part is no decisions being made,
making interested parties having to wait in uncertainty.
Numerous examples of this could also be mentioned in
Reykjavík. In all instances it is worse not knowing where
you stand. A no is better than neither yes nor no.
The conclusion is that it is not possible to avoid politi-
cal responsibility in planning decisions. Decisions have
to be taken and they have to be carried out firmly with
clear reasoning, taking into consideration the opinion of
interested bodies as far as possible. ■
