Supplemental funds keep AF flying
Washington, D.C. (AFNS) — President Bill Clinton signed a
$3.1 billion bill April 10, restoring funds exhausted in peacekeep-
ing operations. Because of this, the Air Force will not have to cut
flying hours by 25 percent this month.
The emergency supplemental appropriations bill Clinton signed
will replenish DoD funds used for contingency operations in
Somalia, Rwanda, Haiti and elsewhere.
The additional funds will preserve military readiness and pro-
vide servicemembers “the resources they need to continue their
superb performance,” the president said in a statement after sign-
ing the bill into law.
Included in the act is $360 million expected to cover the deploy-
ment of U.S. troops to Kuwait in late 1994. Also provided is $2.7
billion for new spending on personnel and equipment.
In separate letters to the Senate Appropriations Committee late
last month, the president and Deputy Secretary of Defense John
Deutch urged lawmakers to take quick action to avoid a long-term
impact on defense programs.
“As you know, it is very difficult to absorb additional reductions
in our budget without an adverse impact on military capabilities
and readiness,” Deutch said in his letter.
Sent with the letters was a DoD action plan where each service
outlined the cuts from operations and maintenance funds needed
in April to absorb contingency costs if lawmakers had not reviewed
the additional appropriations request before their April recess.
Cuts outlined in the plan would have totaled more than $332
million - $116 million by the Air Force.
However, the Army would have taken the biggest cuts at $127
million. Navy cuts would have been $73 million, and the Marine
iCorps would have had $6.6 million less to spend. Special
(Operations Command, the DoD’s only joint command - with its
own budget - would have had to cut operations by $10.1 million.
“I commend the Congress for its action,” Clinton said in his
statement.
Osan seeks Senior Enlisted Adviser
Randolph Air Force Base, Texas (AFNS) — The Air Force
Military Personnel Center is seeking a chief master sergeant to
serve as a senior enlisted adviser at Osan Air Base, Korea. Senior
master sergeants selected for promotion may also apply.
The position is with the 7th Air Force and must be filled by July

Update released on rating mergers
Washington, D.C. (NNS) — Chief of Naval Personnel Vice
Adm. Skip Bowman has provided an update on proposed rating
mergers and disestablishments to keep Sailors informed about the
latest developments and to help them in career planning.
NavAdmin 80/95 discusses the latest actions concerning ratings,
including timeliness associated with the proposals. The rating
actions are still being considered, and Sailors will have at least 18
months to make any necessary conversion, if required.
Bowman stressed the mergers and disestablishments are only
proposals.
Among the anticipated changes are merging the three ocean sys-
tem technicians ratings into sonar technician-surface, effective
early 1997; disestablishing molder and patternmaker, effective
early 1997; merging interior communications electrician-surface
into electrician’s mate-surface and electronics technician-surface in
early 1997; merging torpedoman mate-submarine with machinist
mate-submarine, effective in 1997; merging torpedoman’s mate-
surface into gunner’s mate, effective late 1997; and merging data
processing technician and radioman, effective late 1997. Among
rating mergers and disestablishments expected to be approved in
FY-96 are merging data systems technician into electronics techni-
cian and fire control technician, effective in 1998; disestablishing
the gunner’s mate (GM) service ratings (GM-Guns and GM-
Missile) and combine into one rating, effective in 1996; and dises-
tablishing instrumentman and opticalman. No date has been
established for this action.
Approved actions include: weapon’s technician will disestablish
April 1, 1996; boiler technician and machinist’s mate will merge
October 1, 1996, and interior communications electrician-subma-
rine, radioman-submarine and quartermaster-submarine will
merge into electronics technician-submarine by July 16,1996.
