U.S.Naval Institute contests underway
The U.S. Naval Institute is now accepting entries for its annual
General Prize Essay Contest and its Annual Naval and Maritime Photo
Contest.
Topics for the essay contest must relate to the Naval Institute's
mission, "the advancement of professional, literary and scientific know-
ledge in the naval and maritime services and the advancement of the
knowledge of seapower". The essays will be judged for their analytical
and interpretive qualities. Entries must be original and not exceed
4,000 words. Anyone, civilian or military, is eligible to enter the
contest. All entries must be received at the Institute by December 31.
Winning entries appear in Proceedings, a monthly magazine published
by the Institute. First prize is $1,500, a gold medal, and life
membership in the U.S. Naval Institute. First Honorable Mention will
receive $1,000 and a silver medal. Second Honorable Mention will
receive $750 and a bronze medal.
Entries in the Maritime Photo Contest must pertain to naval or mari-
time subjects and may be black and white prints, color photographs, or
color transparencies. The contest is open to both amatuer and profes-
sional photographers and also carries a deadline date of December 31.
Awards of $100 each will be give to the top ten photographs selected
as prize winners and they will be published in the Institute's magazine.
Photos may be submitted by civilians and military personnel.

Navy adopts new enlisted evaluation form
The Navy is adopting a single enlisted evaluation report for seaman
recruit through master chief. Currently, NMPC is staffing NAVMILPERSCOM
INST 1616.1A which will provide detailed instructions on completing the
new form. The instruction is targeted for distribution in early fall
with new forms following within a two to three month time frame. The new
froms may be in use as early as the next seaman's evaluation in January
1983 and for all evaluations in 1983.
The redesigned form places all enlisted people under a single grading
system using the Navy's traditional 4.0 scale and evaluates them in five
general areas. It is designed to ease the administrative hassles now
found with the cumbersome three form system.
Several major layout and concept changes were incorporated in the new
form. Structurally, the form will be a one-page (front and back) eval-
uation report using a modified management grid system to evaluate Navy
men and women in professional factors, personal traits, self expression,
leadership and management. The management category will be used only in
evaluating E-7s to E-9s.
Another change is that evaluation comments strictly limited
to the space provided on the back of the form at^^Woverall performance
mark of 4.0 will have to be specifically justifie^and not incorporated
into the general wirteup. The one-page summary will help reduce the
criticism that an unlimited writeup favors those who are evaluated by
someone talented with the pen.

AAVyseeks A.F. anniversary photos

Scott AFB, Ill (AFNS) -- A special photographic essay, "A Day in the
Life of the Air Force," is being prepared by the Aerospace Audiovisual
Service at Norton AFB, Calif., to commemorate the Air Force's 35th
anniversary. Any Air Force organization wishing to be included should
take pictures at their locations, using 35mm color transparency film.
The photographs should be taken only during the 24-hour period between
1 a.m. and midnight September 17. That date was selected since the 18th,
the actual anniversary date, falls on a weekend.
Photos should depict the everyday activity of the particular Air Force
unit, no matter how routine. Photographs will be edited by AAVS members
who will create a slide tape and a possible photographic print display.
All slides and photos should be captioned and sent to AAVS/D00J,
Norton AFB, Calif. 92409, marked "Day in the Life." Units without color
processing capabilities may also send unprocessed film with captions.
CNO reaffirms anti-drug program
The new Chief of Naval Operations reaffirms the Navy anti-drug
program. Admiral James D. Watkins stated recently that the continuation
of the Navy's "War on Drugs" was one of his top priorities. The CNO
emphasized the potential threat posed by drug abuse to Navy manpower
readiness, calling it a paramount concern of all hands.
The Navy's program to counter drug abuse combines strengthened
actions in the areas of preventive education and training, aggressive
detection and deterrence, expanded assessment and evaluation and improved
treatment and rehabilitation for those with potential for continued use-
ful service.
Admiral Watkins acknowledged that leadership and peer pressure were
keys to success of the Navy program saying, "We'll get to the point
where peer pressure is going to be on the other side, saying, 'Hey
buddy, get off those drugs. You're hurting my command and my ship and I
don't like it."
The CNO applauded the enthusiastic support already given the program
and stressed the requirement for full support by the chain-of-command of
Navy drug abuse goals.

A retail sale of excess household type
furniture to defense force members will be
held in building T-866 Monday from 9 a.m.
to 10 a.m.
Sales are conducted on a first come,
first served basis and as is, where is,
without refund or exchange. Purchasers
are required to pay cash in U.S. currency
and remove items immediately without
assistance from sales personnel.

The Tour Office is offering its famous
tour to Gullfoss and Geysir Saturday,
August 14. Gullfoss, the Golden Falls, is
considered to be one of the most spec-
tacular waterfalls in Europe. The tour
will include a trip to Geysir, the most
famous of all hot springs in the world.
The bus will leave the Vil^jq Mall at
9 a.m. and will return aboun^km.
Tickets will be on sale at I^^Hur Office
from Monday through noon Fricl^r The cost
of the tour is $20 for adults and $15 for
children up to the age of 12.
Also, a camping trip to the beautiful
Thorsmork area is being offej^Wugust
28 and 29. Thorsmork is a ]^^Bisolated
valley not far from the sou^JPIst,
surrounded by mountains and glaciers.
Camping equipment may be rented from
gear -issue.
A low price charter including airfare,
accomodations and transfer is being
offered to Glasgow and Edinburgh with
return from Aberdeen. The flight departs
Keflavik September 3 and returns on the
6th.

Air Force facts
Wilbur Wright offered to sell the U.S.
Government its first airplane in 1905. The
price for the two-man biplane was $25,000.
Today, the Soviet threat requires spending
more than $13 billion a year to acquire a
minimum number of new Air Force aircraft.
