SecNav cites people as first priority.
Secretary of the Navy John Lehman told Armed Forces Day audience in
Detroit, Michigan, that, "It is not by accident that the Navy places its
greatest priority on its people."
"While expansion of the Navy's responsibility and missions brings
with it great demand for increased numbers of ships and planes, and more
supplies and equipment," he said, "we are totally committed to the con-
cept that our people must remain our most vital concern."
Secretary Lehman said during his May 18 presentation that Navy
people had suffered losses of nearly 20 percent in purchasing power because
of pay caps imposed in recent years. He said, "Despite recent advances,
military pay remains far from competitive with private sector wages. Our
1980 advances were directed primarily toward rectifying documented short-
comings in specific elements of the pay system."
The Secretary said that seldom before during wartime, and never in
peacetime, have such enduring efforts been demanded of service people.
"We are virtually stretched out taut. And yet, as one expects with
people of quality, the response has been magnificent. It has really been
nothing less than heroic."
He continued by using the homecoming of USS Ranger (CV 61) in San
Diego, California, as an example. Secretary Lehman said, "Ranger and her
crew of 4,700 Navy men...have just returned from an arduous eight-month
deployment to the Western Pacific and Indian Ocean...eight months...hot...
few liberty ports."
The Secretary said Ranger had been operating at the highest peacetime
tempo in U.S. history, and had been at sea for 80 percent of the time.
He said, "Stretched out taut, were my words, and I meant it. And those
men, responding to such demands, working in those conditions, their
families half a world away, were absolutely magnificent."
