primaries on Sept. 15
Two states -- Connecticut and Montana --
are planning primary elections on September
13. In Connecticut, 158 municipalities will
fill offices for mayor, town council aider-
men, board of tax review, planning commis-
sion and constables. Military members and
civilians who maintain a legal residence in
Connecticut may vote. A federal post card
application serves as both a request for
registration and an absentee ballot. Ap-
plications must be received 14 days before
the primary election. Montana municipal
offices vary from locality to locality. An
FPCA may also be used in Montana. Ballots
will be mailed 30 days before the election.

Iceland's strategic importance in the
North Atlantic was a central theme in
speeches made at the change of command cere-
mony. RADM Marryott spoke of the rewards
of serving at Keflavik, not least working
with high caliber professionals in every
department. Vice Admiral Sir David Hal 1i-
fax, Deputy SACLANT, recognized the impor-
tance of the surveillance role of the NATO
Base, and RADM Narmi looked forward to the
challenges facing him and the cooperation
he is expecting during his tour.
The C0MICEDEF0R and COMFAIP.KEF officer
and enlisted staffs stood in ranks during
the ceremony which was attended by repre-
sentatives of the whole base community and
guests from off base.
In addition to his roles as the Command-
er of the Iceland Defense Force and Com-
mander Fleet Air Keflavik, RADM Narmi also
assumed the duties as Island Commander Ice-
land (ISCOMICELAND), Commander Iceland Sec-
tor, Antisubmarine Warfare Group (C0MICE-
ASWGRU), Commander Fleet Air Wing, North
Atlantic (COMFAIRWINGNORLANT).
Three of the commands are national and
two are NATO.

The falcon is the national bird of Ice-
land. It symbolizes freedom and a will to
battle the harsh elements of life. The Or-
der of the Falcon is Iceland's only nation-
al award.
