"NRS as- sists our people and their fam- ilies through offices located in the continental United States, on ships and overseas ... they are an extension of our Navy family. We must continue to support NRS not only through our contribu- tions but by volunteer assistance whenever possible," states Admir- al James D. Watkins. In NAV0P 032/85 (CN0 Washing- ton DC 252100Z MAR 85), Admiral Watkins commented on the support, mainly voluntary, which Navy com- mands and individuals have pro- vided NRS in the past. Although people are not assigned to NRS offices as primary duty, individ- uals are encouraged to volunteer their services after working hours. In some cases, as on ships and in isolated areas, NRS is support- ed by volunteer personnel on a collateral duty basis.Such help, when needed to ensure continued aid to recipients, is permissable as long as it does not conflict with regular duty assignments.
