Navy replaces PDQ with improved
DDS/EFT disbursing program
(NIRA) — The Navy has started a centralized
payment system that eliminates personnel support
activity detachments from having to mail pay checks
to service members' banks.

DDS/EFT has several advantages over the present
Pay Deposited Quicker (PDQ) program. By using the
Federal Reserve bank's telecommunication network
to distribute payment information to a person's bank
account, the Navy Finance Center, Cleveland, Ohio,
can ensure that military salary will be available to
the member on payday. Naval personnel will
receive a statement each payday showing the amount
deposited in their bank account. Should any
problems occur, the member can draw pay from a
local disbursing officer.
As opposed to the once-monthly pay computation
now forecasted on the leave and earnings statement
(LES), a naval service member's pay will be
computed bi-monthly. Additionally, payments will
be in the full amount, including cents. Unlike PDQ,
enrollment in DDS/EFT will continue after a person
transfers duty stations, unless disenrollment is
requested.
Local disbursing officers will continue to make
special payments, such as advance pay, lump sum
payment, authorized overrides and commanding
officer approved special payments because of
hardship.
Navy people enrolled in PDQ will convert
automatically to DDS/EFT. The direct deposit system
will not be implemented afloat and overseas until
after the system is proven ashore in the continental
U.S.; although those who transfer to sea duty may
continue on DDS/EFT if desired.
DDS/EFT is a voluntary program and members
electing not to join will continue to receive their pay
checks the same way they do now.
