President Signs Executive Orders For Military, Civilian Pay Raises Resident Johnson this week signed executive orders author- izing pay increases for military and Federal civilian personnel, ef f ect i ve Jul y 1. Us order assures about 3.5 million members of the armed forces and more than two million civilian workers of an estimated $1.6 billion annually in higher sal ar i es. The average increase for mil- itary personnel i s 6. 9 per cent in basic military pay. Quarters and subsistence allowances are not affected. The civilian pay increases range from three to nine percent, effective the first pay period beginning after July 1. The sal ar y i ncr eases ar e the second of three boosts provided in the Uniformed Services Ray Act of 1967. A third-st age is to le effective July 1, 1969. Air Force comptroller officials reported preparations are under way to implement the new salary f i gur es in t he J ul y 15 pay checka I'n this weeks WHITE FALCON on page 6 the new pay scales for civil service and military per- sonnel are shown. AMBASSADOR GRANTED HONORARY MEMBERSHIP IN TOASTMASTERS 'The Lhited States Ambassador to Iceland, the honorable Karl Rolvagg, was the guest speaker at an evening meeting of the Vulcan Toastmasters club last Wednesday, June 12. The Ambas- sador spoke to the group about American Fblitics. The Ambassador was granted honorary membership in the Vul- can Toast mast er s Q ub by a u- nani mous vote of Toastmasters. The cl ub meet i ng was al so honored by Rear Admiral Frank R Stone, commander, Iceland Defense Force. The Vulcan Toastmasters meet weekl y at the Of f i cer s Q ub. Periodically, meetings are held i n Reykj avi k and Kef 1 avi k. SECOND COMPETITIVE BEQ AWARD CONTEST SCHEDULED FOR AUG-12 Once again there will be a BEQ Competitive Award Contest. This tine the BEQ rooms will be inspected on August 12, 1968. The inspecting party will select the winning rooms on the basis of cleanliness, neatness, arrangement and initiative in the self-help program The occupants of the ‘‘winning room’’ will receive a four-day rest and recreation liberty to a place of their choice, consis- tent with scheduled mission sup- port aircraft flights. Zilch Assumes Weather Facility Command The FI eet Weat her Faci 1 i t y hel d a change of command ceremony in Hangar 831 last Friday as Commander Gary L Rice whs releived by Commander Charles H 21ch. First, commissioned as an Ensign and a naval aviator in 1950, he saw duty at Naval Air Sta- tion, Norfolk, Va. and then served onboard Rat- rol Squadron 44 in Norfolk until May 1953. While assigned to VP-44 he whs promoted Lieutenant Junior Grade. Ltjg. Zilch’s next station whs Naval Air Sta- tion, Grosse, Ill. where he was a flight instruc- tor until Juoy 1954 and then became a member of VA 733 and was promoted to Lieutenant, y^ai n Lt. Zilch was transfered, this time to VAAW 35 Det where he was the Operations Officer, until march 1958. After attending ATC school at the Nhval Air (continued page 6) COMMANDER Charles H.
