Among the major provisions of the bill would be creation of general and special courts imartials with only one officer. The bill is designed to make ni lit ary procedure ‘‘conform more closely’’ with procedure used in criminal trials in U. S. district courts. Accor di ng to Maj. Gen. Rennet h J. Hodson, Army judge advocate general, speaking for all the military services, this would ‘‘enhance the prestige and ef- fectiveness of the law officer so t hat hi s j udi ci al st at ur e and authority in the courtroom woul d mor e cl osel y appr oxi mat e t hat of a ci vi 1 i an t r i al j udge. Enactment, proponents say, would speed up military trials.
