Veteran bonus . . .________________________________________________________________________
Five states are still accepting applications for bonuses for Vietnam
veterans. Eligibility varies with each state, and if you are a resident
of any of these states and a Vietnam vet, contact your state at the fol-
lowing address:
Illinois—Illinois Veterans Commission, Vietnam Compensation Fund,

Massachusetts—Commonwealth of Massachusetts, State Treasurer, Bonus

Michigan—Vietnam Bonus Section, Department of Military Affairs, 2500

Technology program. . .
The Assistant Secretary of the Navy and the Chief of Naval Material
have approved a plan to strengthen the coordination and management of the
Department of the Navy Technology Base Programs. The plan entails assign-
ment of the Chief of Naval Research to additional duty as the Deputy Chief
of Naval Material and as Chief of Naval Development.
The responsibilities of the DCN(T)/CND will include the implemen-
tation of a revised management process for planning and execution of the
Navy's exploratory development program.

PROVIDERS—'What many beneficiaries don*t understand is that the CIIAM-
PUS lav; gives the program no authority over providers of medical care.
Each provider, whether an individual or an institution, has the option of
"participating” in CHAMPUS or looking to the beneficiary for payment. Not
only is there such an option, but it may be exercised on a claim-by-claim,
basis. Currently, except for about 75 residential treatment facilities
around the country, the program has no contractual arrangements with pro-
viders .
Submitting a claim on a "participating" basis requires first that the
nrovider bill CHAMPUS directly and second that a statement on the claim
form be signed to the effect that the CHAMPUS-determined reasonable charge
will be accepted as full payment whether paid in full by the govern-
ment or jointly by the government and the beneficiary. When a claim is
submitted on a "participating" basis, CHAMPUS pays the provider directly.
Otherwise claims payments are made to the beneficiary or sponsor (in the
case of a minor or incompetent adult).
