New procedures for charging leave will go into
effect Sept. 1, giving a break to members who
take leave in conjunction with TDY. Members who
take leave before going TDY will no longer be
charged leave the day they depart if they work at
least three-fourths of the regular duty day.
A board to select captains for promotion to
majors is scheduled to meet Feb. 24. It will
consider officers in all categories except the
medical and dental corps.
A grand jury has indicted a New Jersey man for
impersonating a psychologist and causing medical
claims to be filed with CHAMPUS. James Bethea
Epstein, alias "Dr. Epstein," was charged with
eight counts of theft by deception and perjury.
An investigation showed Mr. Epstein had no for-
mal education or training in psychology or psy-
chotherapy, nor was he licensed.

was completed earlier
this year and on August 1
the first upper air
launch with hydrogen was
completed. Upper air
soundings, using helium,
have been taken at the
Keflavik site since the
1950s.
With soundings cur-,
rently taken twice a day
by Icelandic operators,
the change to hydrogen
will result in a signi-
ficant reduction in upper
air program costs at the
Naval Station, Keflavik.
What's happening
in Iceland
Here are some remarkable events from Iceland's
recent history:
1972 - The famous tournament for the World
Championship of chess between Spassky of the
Soviet Union and Fischer of the U.S. was
held in Reykjavik. Fischer won.
1973 - On January 23 a volcano in Heimaey
erupted and in four months half of the only
town in the Westman Islands lay buried under
the lava. The 5,300 inhabitants were trans-
ported to the mainland by fishing boats. The
town has since been rebuilt and most of the
inhabitants have moved back.
1974 - The nation celebrated the 1100th an-
niversary of its settlement. Also, a road
over the widest glacial river -- south of
Vatnajokull glacier -- was completed, thus
opening the circular road around Iceland.
1975 - The parliament extended the fishing
zone to a 200 mile limit. This renewed the
"Cod War" with Britain. The war was ended
when Britain reluctantly acknowledged Ice-
land's rights of jurisdiction over the zone.
1977 - In a rare incident in August, a
German bank robber, wanted by Interpol, was
captured by the Icelandic police in Reykja-
vik where he had been living for months.
1978 - A coalition government between the
Social Democrats, the Socialists and the
Progressive Party.
1980 - The Icelanders elected a new Presi-
dent, Mrs. Vigdis Finnbogadottir, the
first woman world-wide to be elected Head
of State. Also, in August a brief but in-
tense eruption started in Mt. Hekla.
1981 - In January Iceland got a new krona
monetary unit. The new krona is worth
100 old kronur, which had become almost
valueless because of inflation. In Febru-
ary the worst gale in decades struck with
winds gusting to 102 knots.
