Petty Officer receives 8th MILCAP award

TM1 David Scarbrough of the Weapons Department
received a cash award of $750.00 on Oct. 31 for
his suggestion "reuse of MK175 container for MK
8-2 Nose Cap." He made the suggestion while sta-
tioned at the Naval Weapons Station, Charleston
S.C. in 1984. The suggestion was adopted and ap-
proved for use by the Commander, Naval Sea Systems
Command.
Capt. George T. Lloyd CO, NAS Keflavik, issued
the certificate of award and presented the check
to Scarbrough.
Rear Adm. E. Anderson Commander Iceland Defense
Force, presented a Letter of Recognition at the
ceremony to commend the petty officer for his many
suggestions through the recent years. Since 1933,
8 cash awards for improvements on quality, methods
and procedures, inventions (new tools), decreased
workloads and manhours, and improved occupational
workspaces has netted Scarbrough substantial mon-
etary awards.
TM1 Scarbrough has 3 suggestions still under
investigation. His ideas not only apply to his
rate but to everyday situations.
Rear Adm. Anderson focused attention on the
petty officer's ability to submit complete and
well thought-out suggestions which left investi-
gators little to modify because as Rear Admiral
Anderson put it, "His research is extensive and
factual."
• Full payment is due on the
last day of the month the notice
of delinquency is received. Ser-
vice will be disconnected if the
account is not paid in full. Dur-
ing the first 10 days, the tele-
phonenumber is reserved in your
name. If payment is received,
service is restored.
• If after 10 days payment is
not received, service will be
terminated. A charge will be
applied to restore service and
the telephone office cannot guar-
antee the previous number will
be available. There may also be
a delay in providing new ser-
vice.
This change is effective im-
mediately. Private telephone
subcribers who become delinquent
will be disconnected after 30
December.

Lt. j.g. Bruce Gregory of VP-10 was recently promoted to his present
rank. Pinning on the new bars are Red Lancer Skipper (R) Cm.dr. Nel-
son L. Spires and (L) Executive Officer Cmdr. Tom Butler. Lt. j.g.
Gregory is a pilot on Combat Aircrew Six, the "Slealth Raiders” and
is the Airframes Branch Officer. He hails from Lawton, Michigan.
He and his wife, Julia, reside in Topsham, Maine.

on his outstanding contributions to the Navy
community.
Phone Bill policy changed
Changes have been made to the procedure for
payment of telephone bills. The following is a
list of those changes.
• Telephone bills are mailed by the 15th of
the month. Payment in full is due by the last
day of the month.
• Should full payment not be
received by the time the next
month's bill is mailed, a notice
of delinquency will be included
with the new bill.
