New Year brings 7.2 percent pay raise Armed Forces personnel received another pay raise, 7.2 percent across the board, effective Jan. 1, and NATO base personnel should have noticed the increase in today's paychecks. The new raise comes on top of two other substan- tial raises — one, a year agp that boosted all pay 7.9 percent; and a second Nov. 14, that totaled 2.4 billion dollars, raising first termers' pay drama- tically. With these three raises, some military pay has nearly doubled in the last year. Sources at Disbursing remind NATO base personnel that other recent monetary changes will be figured into this paycheck (Jan. 15) along with the 7.2 percent raise. They are the reduction in Commuted Rations and the new tax rates, now posted in the lobby area at Disbursing. Admiral Zumwalt stated in Z-Gram 102 of Dec. 22 that, "during recent visits to ships and stations indications that a few of our people are interpreting some of the initiatives we have intro- duced as indicative of a permis- sive Navy, allowing a relaxation o f traditional standards o f smartness and cleanliness." The Admiral pointed out that Z-Gram 57, which eliminated some "Mickey Mouse" regulations, does not eliminate saluting and other military courtesies. The standards for haircuts throughout the Navy, I have seen and beards set in Z-Gram 70 are not being met by some personnel, according to the Admiral. "I have stressed the need to place increased trust in each individual and want to continue and expand this recognition of confidence in him," the Admiral stated. "In return, each indiv- idual must assume added respon- sibilities for his appearance, conduct and performance." Navy’s 10 skill centers prepare you for ‘cities’ If you're an E-3 or below, ready to be separated soon under the early release program, the Navy has a new program designed to help you prepare for civilian life. The program is centered around ten skill centers. These centers will provide vocational training, counseling, educational assis- tance and job referral assistance to eligible Navy personnel. The program is an extension of the Transition Program, and aimed at personnel who could normally be provided with Tran3 tion services. Participation in- the program is voluntary.
