Secretary of the Air Force nominated Washington, D. C. (AFNS)— President Clinton has announced his intention to nominate Dr. Sheila E. Widnall, an associate provost at the Massachusetts Institute of Technology (MIT), to be Secretary of the Air Force, White House officials said July 2. If confirmed by the Senate, Widnall would be the first woman to head a branch of the U.S. Armed Forces. Widnall, 54, was a member of the U.S. Air Force Academy’s board of visitors from 1978 - 84 and was chairman of the board from 1980 - 82. She also served on advisory committees to the former military airlift command at Scott Air Force Base (AFB), Illinois and Wright- Patterson AFB, Ohio. A native of Tacoma, Washington, Widnall is known internation- ally for her work in fluid dynamics, particularly in the areas of aircraft turbulence and the spiraling airflows called vortices created by helicopters. In addition to being an associate provost, Widnall is a professor of aeronautics and astronautics at MIT. She was the first MTT alumna appointed to the faculty in the school of engineering, and the first woman to chair the entire MIT faculty from 1979 - 80. Widnall received both a bachelor’s and master’s degree in aeronau- tics and astronautics from MIT in 1961, and a doctor of science degree in 1964 — the same year she joined the faculty as an assistant professor. She became an associate professor in 1970 and a professor in 1974. Widnall and her husband, William, also an aeronautical engineer, have two children and live in Lexington, Massachusetts. 15-year retirement program Washington, D. C. (NNS) — Commanders with at least two year’s time in grade, lieutenant commanders passed over for promotion to commander, and senior chief and master chief petty officers in 61 overmanned ratings will be eligible for the new 15-plus year retire- ment program recently approved by the Department of Defense. The Temporary Early Retirement Authority (TERA) permits the services to retire selected personnel who have between 15 and 20 years of service. They receive full retirement benefits but a somewhat smaller monthly payment. Use of TERA in the enlisted ranks will be limited to trimming paygrades and specialities that are overmanned. Those who have applied for the Voluntary Seperation Incentive (VSI) or Special Seperation Benefit (SSB) can cancel that request and apply for TERA instead. We live in a country (U.S.A.) which is as diverse as it is vast. Here we have dug and built, plowed and planned, conceived and created the world’s greatest arena of opportu- nity. In each of our hands is a part of our neighbor’s destiny. We can feed them or kill them, we can degrade them or upgrade them, we can free them or enslave them. Let us strive to motivate and inspire, to raise by example our neighbor’s horizon. Anhonest day’s work, a good sound effort! Too many today would work eight hours and sleep eight hours, but they want to do it at the same time. It is still thrilling to hear someone say you did a good job. How magnificent the observation that here is an honest person on whom you can depend! Under attack from all sides, the heritage of faith is our only anchor. For thousands of years, monks and scholars have mediated throughout a lifetime without doubting. The greatest minds that have existed on earth have said there is more than this world. Many of the world’s most eminent psychiatrists and psychologists have said that faith offers the only stability for the human personality.
