answered base residents’questions on
Feedback. Transcripts of Feed back are

Q: What plans are under consideration
to resurface the road and eliminate the
large holes near the Youth Center?
A: PWD has every intention of paving
this road as soon as funds become avail-
able. Because of budgetary reductions,
this project probably will not take place in
the near future. PWD will ensure that the
frequency of required grading will be
reviewed more often to help eliminate
potholes this winter.
Q: The water in the Patron Hangar looks
rustier than the last time VP 5 was
deployed to Keflavik. What are the plans
for eliminating the rusty water flowing
from the pipes in the Patron Hangar?
A: There is a NATO project to rehabili-
tate Hangar 831, and part of this project is
replacing the water system. In the mean-
time, a flushing program at the faucets
eliminates a large amount of the rust. The
Hospital has been working jointly with the
PWD Environmental Division and certi-
fies that the water is fit for drinking after
the flushing program. If you have any

Q: Does the employee/customer smoking
area at the NEX include the main
entrance to the facility? If smoking at the
main entrance is not permitted, where is
the approved smoking area located?
A: There is an assigned smoking area in
the back of the NEX for its employees.
The NEX, in accordance with Navy regu-
lations, prohibits smoking within 10 feet of
any entrance. Any violation of this policy
should be reported to the management.
Q: The Youth Center hours of participa-
tion for younger teens does not seem to be
coordinated with the bus schedule provid-
ing transportation to the facility. Can the
bus schedule be augmented to provide
transportation at the times these teens are
required to depart the Youth Center?
A: In order to satisfy the needs of the
teen community, the hours of operation
have been changed. The new hours will be
from 6 p.m. to 12:30 a.m. for all grades.
There are four bus runs during the course
of the evening. The departure times are
6, 8, and 10 p.m., and 12 a.m. If there is a
group of teens that needs transportation
outside of these hours, special arrange-
ments may be made with the bus driver.
Q: Where can information about the
base flying club be obtained?
A: The Keflavfk Flying Club is located in
Hangar 885 (by the NEX). Although the
club is not manned during working hours,
a message may be left at ext. 4300. A
flight instructor will return your call.
Membership is open to all base residents.
A general membership/safety meeting is
held the first Thursday of each month at
6 p.m.
Q: Why is beer no longer available in
bottles at the Top of the Rock? Why
wasn’t the decision made at the other
facilities selling beer?
A: There have been several incidents at
the Top of the Rock in which bodily injury
has occurred. The most severe injury was
when a customer was hit over the head
with a beer bottle. Among the considera-
tions when developing this policy were the
requirements for crowd control and the
layout of the facility. The size and layout
of the Top of the Rock makes it difficult
to monitor all areas at a given time, and it
is our responsibility to ensure customers
have a safe and pleasant place of recre-
ation. Another factor considered is that
we anticipate the crowd will increase
notably once club renovations are com-
plete. Management realized there would
be resistance to this policy, but customer
safety is our most important concern.
Q: Are there any plans for providing a
cariy-out food service from the Enlisted
Dining Facility (EDF)?
A: At present, there are no plans to rein-
stitute the take-out service at the EDF.
The service was discontinued because of
financial considerations. Inspectors dur-
ing a recent supply management assess-
ment noted several patrons going through
the food line, eating a regular meal, ai
then helping themselves to additional
by using the take-out service in order
carry the meals back to their rooms fo
future consumption. These additional
meals were not accounted for with the
required signature of the patron. The cost
of operations thus increased for all
patrons and the ability for the EDF to pro-
vide a consistent quality menu within
financial constraints was adversely affect-
ed. The NAS Supply Department is inves-
tigating alternative arrangements which
may allow for take-out service and other
innovative food service ideas in the future.
Q: Can clarification be provided on the
policy concerning granting two unaccom-
panied environmental and morale leave
(EML) periods?
A: According to DoD Directive 1327.5,
EML programs may be authorized in
overseas locations where adverse environ-
mental conditions exist that would offset
the full benefits of annual leave programs.
The eligibility criteria is as follows:
- Service members, regardless of their
accompanied status, and/or their family
members may be provided space-avail able,
air transportation from EML duty loca-
tions (NAS is designated as one) to take
ordinary leave in an EML destination site
(CONUS, England, Germany, and the
Netherlands).
- The service member’s family members
must be command sponsored to partici-
pate.
- In addition, participants may take
no more than two EML trips per year
which is a recent change here at NAS.
- EML trips for the service member are
not supposed to be taken within six
months of the beginning or end of the ser-
vice member’s tour of duty at the eligible
location; however, waivers are available
for extenuating circumstances.
