0 CNO plucks 'chicken’ regs
This is the sixth in a series of articles outlining the Chief of
Naval Operations' famous Z-grams, what they are, what they are in-
tended to do, and their impact on naval members of the defense force.
• Z-gram 50 provides for 30-day cold-iron status for ships re-
turning from extended deployment.
This Z-gram, which has as its
purpose, the liberalizing of lib-
erty and leave policies, reouired
no local implementation.
• Z-gram 51 authorized a new
breast insignia for personnel who
have served as officer-in-charge
or petty officer-in-charge of riv-
erine and coastal craft in South
Vietnam under combat conditions.
This Z-gram had no local impact.
• Z-gram 52, personal for the
Admiral, was classified.
• Z-gram 53 announced the pub-
lication by the Chief of Naval
Personnel of an officer billet
sumnary in March 1971. This Z-
icram required no local action.
A • Z-gram 54 summarized the
^•ogress of various study groups
and retention boards. It invited
flag and commanding officers an-
ticipating moves to the Washing-
ton, D. C. area to report aboard
with imaginative ideas to improve
the Navy. No local implementa-
tion was necessary.
• Z-gram 55 established a pilot
program involving 24 selected
personnel with experience in the
human relations area and invited
requests from qualified personnel
for this duty. This information
was published in the naval sta-
tion POD, but there were no local
volunteers.
• Z-gram 56 implemented, on a
six month basis, a SWAP program
for officers. Overseas duty such
as Iceland was not included in
this program, therefore no local
action was required.
• Z-gram 57 eliminated several
"mickey mouse" and "chicken" reg-
ulations in effect throughout the
Navy. Several of the "chicken"
regs outlined in the Z-gram have
not been in practice in Iceland
for the past several years. The
policies of ComlceDeFor and CO
Naval Station have been quite
liberal. Regulations regarding
the wearing of beards, sideburns,
hair length, etc., have been re-
vised to more clearly reflect the
wishes of CNO in this matter.
Current practices regarding work-
ing uniforms,dungarees and flight
suits have been standardized in
service type facilities. Motor-
cycles have been authorized for
base use.
• Z-gram 58 directed that
ship's stores accept personal and
traveler's checks in payment of

Dependent letter cites honesty
A dependent at the naval station noted that honesty is seldom
rewarded, and dishonesty gets all the "glory" of publicity.
Stephen Green wrote the following letter to the Special Ser-
vices Officer:
"Dear Sir:
"Hy name is Stephen Green. I am 13 years old. Last Thursday,
I lost my wallet at the movie theater, I did not realize it until
Saturday when I wanted to put some money in it. The wallet had my
I.D. card, some boy scout papers and all my money I had been sav-
ing up for a boy scout trip ($18.67).
"On Monday, one of your men that works over at the theater
named Mike Arena found my wallet and notified my father. All the
money was still there and the papers were there. I went to see
him to thank him and give a reward. He would not accept the re-
ward I had offered him, and thanking him does not seem to be e-
nough. So I am writing to you because I feel his honesty should
be brought to the attention of his seniors.
"By reading the newspapers it appears the dishonest people get
ithe publicity or that all people are dishonest. I for one know
'this is not true. I am sure there are many honest people in this
world and Mike Arena is one of them."

Scenic wonders
on recreation tour
Get set for a real bang-up
tour of Iceland's scenic wonders.
The recreation department is
sponsoring a grand nine-day tour
that will encompass the volcanoes,
glaciers, geysers, waterfalls and
lava fields.
There are many extras that you
can enjoy for only $180 per per-
son. This gala tour runs from
June 23 to July 1.

Film for expectant parents
The Medical Department has an-
nounced two films for expectant
mothers and fathers.
These films will be shown at
the school cafetorium on the days
indicated:
"Examinations in Pregnancy"
is scheduled for June 22 at 7:30
p.m. "Labor and Delivery" is set
for showing at the same time on
June 29.
All expectant parents, espec-
ially first-time mothers and fa-
thers are encouraged to attend.
