Defense officials have already indicated that unless the President okays the Oct. 1 begin- ning date they will ask the Cost of Living Council for a determin- ation . The Defense Department in its originallegislative request asked for the increases to begin last July 1. Meanwhile, defense officials hailed the pay bill as the most significant improvement in mili- tary pay since the schedule was revamped in 1958. They called it a comprehensive program that ad- dresses the problems which now pose the most significant inter- ests to an all-volunteer force. As more specific information andexact pay charts are released, the White Falcon will publish pay raise information. And if you haven't already seen Page 12, you'd better turn there right now and take a look at that wind-chill chart. (Time out while reader responds.) Now that you've seen the chart, do you understand its meaning? The approach of winter here in Iceland makes the term "Chill Index" an important part of every weather forecast. A term associated with "Chill Index" is the "equiva- lent temperature." This is defined as that temperature, assuming no wind is present, that will cause the same rate of loss of body heat as the same combination of wind and temperature. Therefore it usually feels as cold as the equivalent temperature because of the presence of wind, although the actual temperature may be con- siderably higher. As a general rule, the naval station is in Chill Index II throughout the winter months, with occasional per- iods of Chill Index III. Brief periods of Chill Index IV have occurred, usually during the early morning hours, but these per- iods are rare. So button-up your overcoat. Winter's on its way. Those of the Jewish faith are reminded that High Holy Days services are set in the chapel conference room on Sept. 28 at 7:30 p.m. and on Sept. 29 at 5 p.m. Last week when I talked about the changes in the TV schedules, I read between the lines and discovered that in my comparison of the local facility with Chicago TV, that I indicated I could never trust local schedules. Nothing is further from the truth. Act- ually, the local schedules are more trustworthy because up until now, Chuck Nason hasn't utilized his privilege of changing a schedule without notice. Occasionally, changes will be necessary even after a schedule is printed, and your pink sheet (or yellow during alternate weeks) may have listed a program that is either taken off the air completely, or moved to a different time slot. Don't forget that on Sept. 28 and 29, local Marines will be conducting a house-to-house canvass of family quarters for those repairable toys that are no longer wanted. This is their annual "Toys for Tots" drive, and you can help them out by taking inven- tory of those dolls, mechanical toys, etc., and setting aside those your children no longer want. The Marines will repair them and route them to some children who are much less fortunate. In addition to their house-to-house drive, they are erecting collec- tion boxes at the Navy Exchange, both schools, gym, Officers' Club, CPO Club, 56 Club and the Polar Club. There will also be a box at Andrews Theater. These boxes will be up on Sept. 28, and remain until Dec. 17. Finally, we've received a message from CNO advising of a toy item that exploded in a child's face, putting out an eye. It is not known if the item is here, but if so, it will be withheld from toyland shelves pending further investigation.
