tions must be taken to remain within
the reduced PCS budget. Efforts are
underway to obtain relief, but these
may not be successful.
The following policies apply to
Navy personnel with fiscal year 1980
projected rotation date (PRD) except
those in receipt of orders prior to
Naval message (NAVOP 029/80). PCS
orders will continue to be issued
for the following situations.
For officers and enlisted: Moves
which are required to keep opera-
tional forces manned; For assign-
ments in support of recruiting; For
personnel completing maximum DOD
area tours; For assignments to new
construction and from decommission-
ings or inactivation of units; For
no cost orders; For accession and
loss moves; For officers moving to
and from post graduate school, and
for enlisted who are using the Guard
program, and its moves will be made
to a maximum possible extent.
If additional travel and trans-
portation authority is not made a-
vailable, PCS moves in categories
other than those listed above will
be severely curtailed and delayed
until fiscal year 1981. The inabil-
ity to make programmed moves will
primarily affect the shore estab-
lishment where additional billets
will be gapped in some cases and ex-
cess will occur in others.
It will also affect personal
plans of many individuals who anti-
cipated reassignment at PRD.
Shortage of PCS funds for fiscal
year 1980 is everyone's concern.
If you are supposed to move during
fiscal year 1980, please make plans
accordingly, as you might have to
delay your move.
Any questions you might have
about your anticipated rotation date
(PRD), may be answered by PNC Braley

"Award” con't from page 1
The Naval Station Fire Department
has a full compliment of 67. The
number of men assigned full-time to
fire prevention are seven, but their
duties also include training in fire
fighting.
The main thrust, however, is not
to wait for a fire to start—but to
prevent that fire from starting. The
award money will aid them with this.
To this end, Chief Fire Inspector
Astvaldur Eiriksson has the complete
job of designing educational pro-
grams, checking over building de-
signs to ensure fire prevention
codes are met, and conducting var-
ious other preventative measures.
The competition pitted fire de-
partments in major groupings for
their 1979 "Learn Not To Burn" pro-
grams. The Naval Station Fire De-
partment won first prize in its
grouping. Then the six group-win-
ners were compared. Of these, Kef-
lavlk came in for the top award.
In the past the Naval Station
Fire Department has won numerous
awards for its planning and exe-
cution of fire prevention programs.
But this time, the 1980 Grand Award
puts Keflavik "in a class by it-
self." Fire Chief Sveinn R. Eirik-
sson commented on winning the award:
"The support and the cooperation
provided by the Naval Station Com-
mand and all personnel has made it
possible for us to win this major
award. We are very grateful for
their positive attitude toward fire
prevention."
