European free-trade
pact endorsed
BRUSSELS—Negotiators for Eu-
rope’s two major trade blocs initialled
a free-trade accord yesterday after more
than two years of talks to create a single
European market from Iceland to
Greece.
The European Economic Area to be
created would cover 380 million peo-
ple in 19 West European countries
which account for 43 per cent of world
trade.
Officials said they hope the agree-
ment can be signed next month by the
12 European Community foreign min-
isters and their colleagues from the
seven member states of the European
Free Trade Association - Austria, Fin-
land, Sweden.Norway, Iceland, Liech-
tenstein and Switzerland.
The national parliaments of both
groups would then have to ratify it.
The agreement, to take effect Jan. 1,
would allow the free movement of peo-
ple, goods and services through the 19
countries.
“It is a relief,” said Veli Sundback,
the Finnish under-secretary of state,
sipping champagne after a ceremony at
which he, his association colleagues
and European Community negotiator
Horst Krenzler spent two hours initial-
ling 1,520 pages.
EC members are Britain, Germany,
France, Italy, Belgium, Luxembourg,
Denmark, Greece, Ireland, the Neth-
erlands, Portugal and Spain.
Whaling:
lcelandic proposal
could become a reality
Talks under way on establishing an organization
of whaling nations on the North Atiantic rim
Hopes are growing that a recent Icelandic proposal on the establishment
of an organization of whaling nations on the North Atlantic rim has taken
a first step on the way to becoming a reality.
This follows a meeting between representatives of Iceland, Norway, the
Faroe Islands and Greenland, held in Tromsa, Norway, to discuss the issue,
which arose when Iceland announced its decision to resign from the
International Whaling Commission.
At the close of the meeting, it was announced that the countries would
form an informal committee, aimed at increasing mutual co-operation on
scientific research on marine mammals.
The representatives of the four countries also announced that work |
would begin on developing ways ,§
of ensuring both the protection |

mon stocks of maríne mammals |
within their territorial waters. *
A second meeting will be held *
in early April in Nuuk, Green- í
