Tetrev becomes CO of Naval Facility Tuesday
Cmdr. Richard H. Tetrev will relieve Cmdr.
Diane E. Oliver as Commanding Officer, U. S.
Naval Facility during formal ceremonies
Tuesday morning at the A. T. Mahan High
School gymnasium.
The guest speaker for the ceremony will be
Capt. Merrill H. Dorman, Commander,
Oceanographic System Atlantic.
U. S. Naval Facility (NAVFAC), Keflavik,
was commissioned on March 1, 1966. The
original complement of NAVFAC Keflavik
was only nine officers and 69 enlisted person-
nel.
Since then, the command has grown in both
numbers of personnel and the scope of the
mission. Fourteen officers and 172 enlisted
personnel are now assigned.
Since 1966, NAVFAC Keflavik has earned
a solid reputation for professionalism in the
conduct of its operational mission. Over the
years, NAVFAC has received two Navy Unit
Commendations and four Meritorious Unit
Commendations.
The command also received the Com-
mander-in-Chief Atlantic Golden Anchor
Award for the best retention program among
Atlantic Fleet small shore based commands in
1984, 1985 and 1987.
This year NAVFAC Keflavik received the
Commander Oceanographic Systems Atlan-
tic Battle Efficiency “E” Award for the third
consecutive year and a Secretary of the Navy
Letter of Commendation for dedication of the
highest caliber, professional competence and
resourcefulness in conducting both daily
operations and extended Anti-Submarine
Warfare support.
Cmdr. Oliver will be transferring to Yu-
kosuka, Japan where she will be Commander,
Naval Forces Japan.
Cmdr. Richard H. Tetrev
Cmdr. Richard H. Tetrev enlisted in the U.
S. Air Force in June 1971. After completion of
basic training in San Antonio, Texas and
Medical Service Specialist school in Wichita
Falls, Texas, he served as a medical-techni-
cian flying C-141 medical-evacuation flights
from Charleston AFB, S.C. In 1973, he was
selected for Naval Right Officer Candidate
School in Pensacola, Ra. Upon completion he
was commissioned an ensign in the U.S. Navy.
From 1973 through June 1974 he attended

flight school at VT-10 in Pensacola and VT-
29 in Corpus Christi, Texas, and subsequently
received his wings of gold. He was then
assigned to Patrol Squadron Nine (VP-9) from
1974 to 1977, homeported in Moffett Field,
Calif.
While serving in VP-9 he made three de-
ployments, one to Iwakuni, Japan and two to
Kadena AFB, Okinawa, he qualified as Tac-
tical Coordinator in the P-3B, transitioned to
the P-3C UPDATE I, and qualified as Mission
Commander, commanding his own crew for
12 months.
From 1978 to 1980, he was assigned to
Commander Patrol Wing Five (CPW-5) staff,
Brunswick, Maine. He served as ASW Opera-
tions Center (ASWOC) Training Officer,
AS WOC Administration Officer, and ASWOC
Automatic Data Processing Division Officer.
He was also project officer for the introduction
of the HARPOON missile into the fleet, the
Aviation Support System (ATSS), assistant
transition officer for transition of CPW-5 P-

From 1981 to 1982 he served as executive
officer at Naval Facility S an Nicolas Island. In
1982 he was assigned to the Organization of
the Joint Chiefs of Staff serving as a Strategic
Operations Officer aboard the National Emer-
gency Airborne Command Post.
From 1985 to 1987, he did his department
head tour with Patrol Squadron Ten (VP-10),
homeported in Brunswick, Maine, he was
Operations Boss, Officer-in-Charge, VP-10
Detachment Lajes, Azores and Administra-
tion Officer. He made two deployments; one
to Keflavik and one to Rota, Spain. Prior to
arriving in Keflavik, he served on the staff of
the Chief of Naval Operations as Aide/Ad-
ministrative Assistant to Deputy Chief of Naval
Operations Navy Program Planning (OP-08).
He is here with his wife, Martha and their
children: Richard, 14; Macie, 13; Peter, 12
and Tara, 8.
