Gas cans dangerous.
It has been noted that personnel traveling in privately owned vehic^
les have been carrying gasoline cans in the trunks and interior of thejfl
vehicles.
Such a practice can result in a terrible accident and is hazardous
for the passengers of such a vehicle as well as other people on the
roads. COMICEDEFORINST 5890.5A, authorizes operators of four wheel drive
vehicles to carry five gallon cans of gasoline mounted on the exterior,
rear of these type vehicles.
All other vehicles are not authorized to carry the extra gasoline.
Gasoline cans should only be mounted on the authorized vehicles when
trips to the interior of Iceland are to be made.

Pay increase.
Champus. . ..
Vietnam veterans may get a bonus if they meet new residency re-
quirements for the state of Michigan.
Eligible veterans must have entered the military as a citizen of a
state other than Michigan and while in the service became a resident of
Michigan for at least six months after Jan. 1, 1961.
Also, while a resident of Michigan, veterans must have completed 190
days of honorable service between Jan. 1, 1961 and Sept. 1, 1973. Bene-
ficiaries may apply for the bonus on behalf of a deceased veteran.
To receive the bonus, eligible people must apply for the bonus by
Sept. 30, 1980. For further information, contact the Vietnam Bonus Sec-
tion, Department of Military Affairs, 2500 S. Washington Ave., Lansing,
Mich., 48933 or call (517) 373-7320.
The President has signed into law, two bills authorizing $52.7 bil-
lion for military pay, procurement, research and development and $500
million for increased military benefits.
The two laws—the 1981 Department of Defense Authorization Act and
the Officer Grade Limitation Act which includes the Nunn-Warner amendment,
authorize increases in pay and benefits for the military. The new
scale will appear in the White Falcon when it becomes available.

DENTAL CARE—The major problem is the lack of a comprehensive
dental package. Currently, CHAMPUS benefits for dental services are nar-
rowly limited to adjunctive dental care required in the treatment of a
medical (not dental) condition. This is a source of frustration to some
beneficiaries because a significant number (particularly retirees) believe
CHAMPUS includes a comprehensive dental benefit.
CHAMPUS benefits do have some limitations. They are primarily de-
signed to assure that funds are expended for necessary and appropriate
medical care at a reasonable cost. The law specifically excludes custodi-
al and domicilliary care, preventive services (including well-baby care,
routine physical examinations and immunizations), eye examinations and eye
glasses, and hearing aids. It also excludes dental care (except adjunc-
tive) and limits prosthetic devices to artificial limbs and eyes.
