Article XI
Promotion of Technical Co-operation
(1) Parties to the Convention shall pro-
mote, in consultation with, and with the as-
sistance of, the Organization, support for
those Parties which request technicai assist-
ance for:
(a) training of administrative and technical
personnel;
(b) establishment of institutions for the
training of seafarers;
(c) supply of equipment and facilities for
training institutions;
(d) development of adequate training pro-
grammes, including practical training on
sea-going ships; and
(e) facilitation of other measures and ar-
rangements to enhance the qualifications
of seafarers;
preferably on a national, sub-regional or re-
gional basis, to further the aims and pur-
poses of the Convention, taking into account
the special needs of developing countries in
this regard.
(2) On its part, the Organization shall pur-
sue the aforesaid efforts, as appropriate, in
consultation or association with other inter-
national organizations, particularly the Inter-
national Labour Organisation.
Article XII
Amendments
(I) The Convention may be amended by
either of the following procedures:
(a) amendments after consideration within
the Organization:
(i) any amendment proposed by a Par-
ty shall be submitted to the
Secretary-General, who shall then
circulate it to all Members of the
Organization, all Parties and the
Director-General of the Internation-
al Labour Office at least six months
prior to its consideration;
(ii) any amendment so proposed and
circulated shall be referred to the
Maritime Safety Committee of the
Organization for consideration;
(iii) Parties, whether or not Members of
the Organization, shall be entitled
to participate in the proceedings of

Fremme af teknisk samarbejde
1) Deltagere i konventionen skal i samrád
med og bistáet af organisationen fremme
støtte til de deltagere, der anmoder om tek-
nisk bistand til:
a) Uddannelse af administrativt og teknisk
personale,
b) oprettelse af institutioner til uddannelse
af søfarende,
c) levering af udstyr og hjælpemidler til
uddannelsesinstitutioner,
d) udformning af egnede uddannelsespro-
grammer, herunder praktisk uddannelse i
søgáende skibe, og
e) fremme af andre foranstaltninger og ord-
ninger til forøgelse af søfarendes kvalifi-
kationer,
fortrinsvis pá national, underregional eller
regional basis med henblik pá at fremme
konventionens hensigt og formál under hen-
syntagen til udviklingslandes særlige behov i
sá henseende.
2) Organisationen skal for sit vedkommen-
de videreføre de førnævnte bestræbelser, i
fornødent omfang i samrád eller forbindelse
med andre internationale organisationer, her-
under navnlig den internationale arbejdsor-
ganisation.
Artikel XII
Ændringer
1) Konventionen kan ændres ved en af
følgende fremgangsmáder:
a) Ændring efter behandling i organisatio-
nen:
i) Enhver ændring, der foreslás af en
deltager, skal sendes til generalse-
kretæren, som skal videresende æn-
dringsforsiaget til alle medlemmer
af organisationen, alle deltagere og
generaldirektøren for det internatio-
nale arbejdskontor (ILO) mindst 6
máneder før dets behandling.
ii) Enhver sáledes foresláet og videre-
sendt ændring skal henvises til or-
ganisationens komite for sikkerhe-
den pá søen til behandling.
iii) Deltagere har, uanset om de er
medlemmer af organisationen eller
ej, ret til at deltage i forhandlinger-
