11. English summary
/. Background ofthe elections
General elections took place on 20 April 1991, and regular
general elections were therefore due in 1995. Election day
was decided 8 April.
According to the Constitution, as amended in 1984, the
Althingi has 63 members elected in eight constituencies. The
constituencies have remained the same since 1959. The
constituencies have a fixed minimum number of seats, a total
of 54 according to the Constitution, while the General
Elections Act prescribes the distribution of the remaining
nine seats. An amendment to this Act, enacted before the
1995 elections, stipulates that all nine seats shall be distrib-
uted to the constituencies prior to each election. The alloca-
tion of one seat to a constituency after the elections was
abolished.
Article 5 of the General Elections Act prescribes the
manner in which the nine seats distributed among the con-
stituencies before each election are allocated:
1. For each constituency the number of voters on the
electoral roll in the last general elections is divided by
10, 13, 16, 19 and so on.
2. If a constituency has more than five seats according to
the Constitution the results above shall be ignored for as
many calculations as there are seats beyond five.
3. The seats are allocated one by one, first based on the
highest valid outcome, then the second highest, and so
on until all nine seats have been allocated.
4. In the case of two identical calculation outcomes a lot is
to be drawn.
Before the general elections of 1995 the Ministry of Justice
and Ecclesiastical Affairs announced the number of seats
allocated to the constituencies for the upcoming elections:
Seats according Total number
Constituencies to the Constitution of seats
Reykjavík 14 19
Reykjanes 8 12
Vesturland 5 5
Vestfirðir 5 5
Norðurland vestra 5 5
Norðurland eystra 6 6
Austurland 5 5
Suðurland 6 6
The nine seats were thus allocated to Reykjavík (5) and
Reykjanes (4). The calculations forthis allocation are shown
in Summary 1.
The General Elections Act prescribes that general elec-
tions be held not later than at the end of the four-year election
period, counting from election day to the same weekday of
the month four years later.
