Alþingiskosningar - 01.09.1995, Síða 41
Alþingiskosningar 1995 39 ency. In case this number includes a fraction, the next integer above is chosen. If the votes of the list with the lowest number of votes are less than two thirds of the allocation quota the list cannot be considered for allocation according to this article. The votes of this list must then be subtracted from the total number of votes and the allocation quota recalculated. If the same applies to the list with the second lowest number of votes, the same process is repeated, and so on as long as there is a list with votes less than two thirds of the current allocation quota. Article 112 decides the distribution of the remaining seats. They shall be distributed to national political organizations which have already had a seat allocated according to Article 111. The procedure is as follows: 1. The total number of votes received by each national political organization is divided by a number higher by 1, 2, 3, etc. than the number of seats it has received according to Article 111. 2. The first seat then goes to the national political organi- zation with the highest results, the second to the one with the highest remaining results, and so on. Article 113 provides for the allocation of the seats distrib- uted according to Article 112. Candidate lists qualify for allocation if they have received not less than one third of the original allocation quota. Seats cannot be allocated to a list in a constituency which already has its full number of seats allocated. The allocation quotas shall be recalculated comprising only the votes and seats of lists that have not received their full number of seats. For further allocation of seats a new vote index is calculated by subtracting the new allocation quotas multiplied by the number of seats already received from the total number of votes received by the list. When a list receives a seat according to this article the vote index is recalculated by subtracting the allocation quota from the previous vote index. Allocation quotas and vote indices shall be recalculated as soon as a national political organization has received its full number of seats. The allocation of seats according to this article takes place in three stages. A seat is allocated to the list with the highest allocation ratio, i.e. vote index as percentage of allocation quota, of the lists remaining for consideration. Allocation shall be confined to each stage as long as possible, and if necessary the allocation quota shall be recalculated before moving to the next stage. lst stage: The first seats are allocated to lists that received at least four fifths of the allocation quota. This stage closes when no such lists remain, the allocation quota and vote indexes having been recalculated if necessary as described above. 2nd stage: Now one seat shall be allocated in constituen- cies where none was allocated in the 1 st stage, if possible. However, a list with less than 7% of the votes cannot be considered in the 2nd stage. 3rd stage: The remaining seats are now allocated. Allocation of seats in the Althingi is shown step by step in Tables 4-8. Þjóðvaki, the People’s Movement, had 2,952 votes per seat, the Social Democratic Party 2,692 votes, the Women ’s Alliance 2,677 votes, the People ’s Alliance 2,622 votes, the Progressive Party 2,566 votes and, finally, the Independence Party 2,447 votes per seat. Full equality between the political organizations was reached which also was the case in the 1991 general elec- tions. Then, however, one organization which received a total number of votes higher than the lowest number of votes per elected members of the Althingi did not gain a seat according to Article 111 and thus did not qualify for alloca- tion according to Articles 112and 113. In the 1995elections there was no such case. Summary 20 shows the number of seats in each constitu- ency allocated to each political organization, based on con- stituency and national results. 9. Changes in candidate lists The voter can change the order of the candidates on the list he or she votes for by either re-numbering the candidates or by striking out names. The first seat goes to the candidate with the highest number of votes for the first seat, the second seat goes to the candidate with the highest number of votes for the first and second seats, and so on. Changes in the candidate lists had no effect on the order of the candidates in the elections. 10. Elected Members of the Althingi Members of the Althingi elected in the general elections of 8 April 1995 are listed in Table 9. Alternate members elected for each political organization are also listed. Five members of the Althingi elected in 1991 had resigned during the election period and were permanently replaced by alternate members. One member of the outgoing Althingi did not stand for election while seven other members standing for election were so low on the candidate lists that they were obviously not aiming at regaining a seat in the Althingi. Two more member were in a position on the list that, although not very low, would not have sufficed for a seat in the 1991 general elections and was notre-elected this time. Forty-fourformer members were re-elected and six lost their seats. Nineteen members elected in 1995 had not been elected in 1991. One of these had earlier been elected as a member while among the remaining 18 new members of the Althingi five had taken seats as alternate members before the 1995 elections. Among the re-elected members, one had changed political organizations. Only four members were elected in constitu- encies where they were not domiciled. Summary 21 shows the number of men and women elected in general elections 1874-1995. The oldest member elected in 1995 was 64 years old on election day, while the youngest one was 30 years old. The mean age of members of the Althingi was 47.7 years on election day. Among the mem- bers elected one was elected for the first time in 1963 and he has served the longest time, although not continuously, a total of 27.8 years. The 44 members whohad previously been elected to the Althingi had on the average served 9.7 years.
