DIRECTOR FOR
LEGAL AND EXECUTIVE AFFAIRS
The main task of the EFTA Surveillance Authority is to ensure the fulfilment by the
EFTA States of their obligations under the Agreement on the European Economic Area
(EEA), as well as the application of the rules of the Agreement concerning undertak-
ings.
The EFTA Surveillance Authority shall recruit, as of 1 June 1999, a Director to be head
of the Department for Legal and Executive Affairs. The appointment will be on a
three years fixed term contract, renewable once.
The Department in question is responsible for providing legal advice to the other
departments of the Authority in their surveillance of the implementation and app-
lication by Iceland, Liechtenstein and Norway of their obligations under the EEA
Agreement. All formal decisions of the Authority are during their preparations scrutin-
ized from a legal point of view by the department in question. The department
represents the Authority in court proceedings.
Required background: Excellent university degree in law. Service at a responsible
level in a legal department of a Ministry, national authority or a comparable body.
Comprehensive knowledge of and close familiarity with the legal framework of the
European Union and the European Economic Area. Comprehensive experience reg-
arding legal aspects of international trade and other economic co-operation and, in
particular for European economic integration. Excellent oral and written command of
English, including ability to draft legal texts. Good working knowledge of either
German, Norwegian or Icelandic. Ability to understand French written and spoken.
Excellent presentation skills. Experience of international court proceedings is desira-
ble.
