Þingmennirnir tveir sem áttu lögheimili utan kjördæmis
síns 1999 bjuggu í Reykjavík en voru í framboði í Vestijarða-
kjördæmi og Norðurlandskjördæmi vestra.
Kjömar voru 22 konur og 41 karl, en 47 karlar og 16 konur
1995. Hefurhlutfall kvennaþví hækkaðúr 25% 1995 í 35%
1999.
118. yfirliti er sýndur fjöldi karla og kvenna sem náð hafa
kjöri frá því Alþingi fékk löggjafarvald árið 1874. Konur
urðu kjörgengar árið 1915.

11. English summary
1. Background of the elections
The General Elections Act prescribes that general elections
be held every four years. General elections took place on 8
April 1995, and regular general elections were therefore due
in 1999. The Althingi decided to hold the election on 8 May.
According to the Constitution, as amended in 1984, the
Althingi has 63 members elected in eight constituencies.
The constituencies have remained the same since 1959. The
constituencies have afixed minimum number of seats, atotal
of 54 according to the Constitution, while the General
Elections Act prescribes the distribution of the remaining
nine seats. An amendment to this Act, enacted before the
1995 elections, stipulates that all nine seats shall be distributed
to the constituencies prior to each election. The allocation of
one seat to a constituency after the elections was abolished.
Article 5 of the General Elections Act prescribes the
manner, in which to allocate the nine seats distributed among
the constituencies, before each election:
1. For each constituency, the number of voters on the
electoral roll in the last general elections is divided by
10, 13, 16, 19, and so on.
2. If a constituency has more than five seats according to
the Constitution the results above shall be ignored for as
many calculations as there are seats beyond five.
3. The seats are allocated one by one, first based on the
highest valid outcome, then the second highest, and so
on, until all nine seats have been allocated.
4. In the case oftwo identical calculation outcomes a lot is
to be drawn.
Before the general elections of 1999 the Ministry of Justice
and Ecclesiastical Affairs announced the number of seats
allocated to the constituencies for the upcoming elections:

Elstur þeirra sem kosningu náðu var S verrir Hermannsson,
69 ára, en yngst Þórunn S veinbj arnardóttir, 3 3 ára. Meðalaldur
þingmanna á kjördegi var 49,9 ár. I 17. yfirliti er sýndur
meðalaldur þingmanna á kjördegi 1874-1999.
Páll Pétursson hefur setið á Alþingi lengst nýkjörinna
þingmanna. Hann var fyrst kjörinn þingmaður árið 1974 og
var nú kjörinn í áttunda skipti á Alþingi sem aðalmaður og
hafði þá átt sæti þar í 24,9 ár talið frá kjördegi til kjördags.
Sverrir Hermannsson var íýrst kjörinn á þing árið 1971 en
sagðiafsérþingmennsku I7.maí 1988. HalldórÁsgrímsson,
Jóhanna Sigurðardóttir, Sighvatur Björgvinsson og Sverrir
Hermannsson voru nú kosin í sjöunda skipti, Halldór Blöndal
í sjötta skipti og Steingrímur J. Sigfússon í fimmta skipti. Sex
þingmenn voru nú að helja ljórða kjörtímabil sitt, 18 í hið
þriðja og 17 annað. Þeir 48 þingmenn, sem kjörnir voru 8.
maí 1999 og átt höfðu sæti sem kjörnir aðalmenn á þingi
áður, áttu að meðaltali 8,9 ára þingsetu að baki.

The nine seats were thus allocated to Reykjavíkurkjördæmi
(5) and Reykjaneskjördæmi (4). The calculations for this
allocation are shown in Summary 1.
The General Elections Act prescribes that general elections
be held not later than at the end of the four-year election
period, counting from election day to the same weekday of
the month four years later.
2. Voters on the electoral roll
The number of voters registered on the electoral roll for the
general elections of 8 May 1999, was 201,443, corresponding
to 72.8% of the population, which is estimated to have
totalled 276,700 in May 1999.
