í tilefni fundar utanríkisráðherra Atlantshafs-
bandalagsríkjanna íReykjavík 11.-12. júníl987
Frá Þingflokki Alþýðubandalagsins
Þingflokkur Alþýðubandaiagsins fagnar til-
lögum um fækkun kjarnorkuvopna í Evrópu, en
mótmælir um leið harðlega hugmyndum, sem
komið hafa fram m.a hjá Caspar Weinberger á
fundi varnarmálaráðherra Atlantshafsbanda-
lagsríkjanna í Stavangri á dögunum, um að
færa kjarnorkuvopnin af landi út í höfin.
Lífsafkoma íslendinga byggist á auðlindum
hafsins og nýtingu þeirra og fáum þjóðum stafar
jafn mikil ógn af slysum eða átökum á höfunum
þar sem kjarnorka kemur við sögu. Það hlýtur
því að vera krafa okkar íslendinga að Atlants-
hafsbandalagið eða forustumenn ríkja þess taki
engar þær ákvarðanir né geri neina þá samn-
inga sem fela í sér tilflutning vopna af landi út í
höfin. Aðeins alger og endanleg kjarnorkuaf-
vopnun, eyðing kjarnorkuvopna og ýtrustu ör-
yggiskröfur við aðra notkun kjarnorku geta
tryggt mannkyni og öllu lífríki jarðarinnar viðun-
andi öryggi.
Þingflokkur Alþýðubandalagsins ítrekar hörð
mótmæli sín gegn þeirri miklu hernaðarupp-
byggingu sem átt hefur sér stað á íslandi á
undanförnum árum á vegum bandaríkjahers og
Atlantshafsbandalagsins, enda er sú hernaðar-
uppbygging augljóslega í hrópandi mótsögn við
þá almennu viðleitni sem nú er uppi til að draga
úr spennu og vígbúnaði. Þingflokkurinn krefst
þess að hér á íslandi eða í hafinu umhverlis
landið verði aldrei neinn sá viðbúnaður sem
auki líkur á kjarnorkuslysum eða átökum. Við
krefjumst þess að öll hernaðaruppbygging á
íslandi verði þegar í stað stöðvuð og rofin öll
tengsl þess búnaðar sem hér er við kjarnorku-
vígbúnað á Norður-Atlantshafi. Það er krafa
okkar að ísland verði herlaust, hlutlaust og frið-
lýst land þar sem hvers konar kjarnorku- og
eiturefnavopn eru bönnuð.

The People’s Alliance Members
of the Althing rejoice over proposals
for the reduction of nuclear arms in
Europe, but protest at the same time
severely against notions which have
been presented, i.a. by Caspar
Weinberger at the recent NATO De-
fence Ministers’ meeting in Stavan-
ger, to the effect. that the nuclear
arms should be shifted away from
land out to the oceans.
The survival of the lcelanders is
based on the resources of the ocean
and the utilization thereof and few
nations are subject to an equal
threat from accidents or hostilities at
sea where nuclear power is con-
cerned. It is therefore bound to be
required by lcelanders that the North
Atlantic Treaty Organization or the
leaders of the member States will
make no decisions or conclude any
agreements which contain the shift-
ing of arms from land out into the
ocean. Total and final nuclear dis-
armament, the destruction of nuc-
lear arms and the utmost security
requirements in connection with alt-
ernative use of nuclear power alone
may ensure satisfactory security for
mankind and all life on earth.
The People’s Alliance Members
of the Althing reiterate their severe
protest against the extensive milit-
ary build-up which has occured in
lceland during recent years under
the auspices of the United States
armed forces and the North Atlantic
T reaty Organization, but that military
build-up is obviously absolutely
contrary to the current general tend-
ency to reduce tension and arma-
ments. The Alliance’s Members of
the Althing demand that preparati-
ons increasing the probability of
nuclear accidents of hostilities will
never be made here in lceland or the
surronding seas. We demand that
all military build-up in iceland be
stopped forthwith and that all links of
local outfit with the nuclear armam-
ents in the North Atlantic wil be se-
vered. It is our requirement that lce-
land will be a neutral and inviolate
country without armed forces where
all kinds of nuclear and toxic chemic-
al armaments are prohibited.
