198 Greinargerð um aðferðir og hugtök flokkað í samræmi við tillögur vinnuhóps Hagstofunnar um drög að flokkun formlegrar menntunar á íslandi í samræmi viðalþjóðlegu menntunarflokkuninalSCED.Helstabreyting- in frá fyrri flokkun menntunar í vinnumarkaðskönnunum er sú að próf úr húsmæðraskóla og stúdentspróf eru nú flokkuð í ISCED-flokk 3 í stað flokka 2 og 5 áður. Þetta veldur því að fleiri konur en áður eru taldar með starfs- og framhaldsskóla- menntun. Endurskoðun menntunarflokkunar Áður en vinnu við skýrslu þessa var lokið ákvað Hagstofan að endurskoða íslenskar reglur um flokkun menntunar (ISCED 75) til þess að þær féllu betur að alþjóðlegum vinnu- reglum. Skólamáladeild Hagstofunnar sá um þá endurskoðun. Henni var lokið í júlí 1999 og tóku reglurnar þá gildi. Þær verða notaðar þar til ný alþjóðleg flokkun (ISCED 97) verður tekin í notkun hérlendis. Önnur útgáfa reglnanna er að miklu leyti byggð á fyrri útgáfu. Hér verður getið tveggjabreytinga sem helst hafa áhrif á flokkun menntunar í þessari skýrslu miðað við fyrri skýrslur. 1. Menntun sem hefst eftir að skólaskyldu er lokið telst ekki vera á ISCED-stigi 3 nema lengd þess nemi a.m.k. einu skólaári,þ.e.fullumtveimurönnumíalmenna skólakerfinu. Þetta veldur því að menntun sem áður var talin á þriðja stigi, einkum meirapróf atvinnubílstjóra, 30 rúmlesta réttindapróf skipstjórnarmanna, þungavinnuvélapróf, fyrsta stig vélskóla, einnar annar nám úr ritara- og skrifstofuskólum og einnar annar nám úr hússtjómarskólum telst nú á öðm stigi. 2. Þriðja stig skipstjórnar telst nú á ISCED-stigi 3 en var áður flokkað á stigi 5. Að lokinni endurskoðun ISCED-flokkunarkerfisins vom upplýsingar um menntunarstöðu svarenda í vinnumarkaðs- könnunum endurflokkaðar. Að þessu sinni þótti ekki fært að endurflokka gögn eldri en frá 1996, en frá og með því ári var aflað ítarlegri upplýsinga um menntun en áður hafði verið gert. Við endurflokkunina voru reglurnar útfærðar nánar með sérstöku flokkunarkerfi og vinnureglum við kótun menntunarupplýsinga: Flokkun menntunar í vinnumarkaðskönnunum 1 Menntun á fyrsta stigi. 1.0 Barnapróf eða þaðan af minni menntun. 2 Grunnmenntun - menntun á öðru stigi, fyrsta þrepi. 2.1 Unglingapróf, gmnnskólapróf eða miðskólapróf þ.m.t. landspróf 2.2 Gagnfræðapróf eða eins árs nám úr framhaldsdeild gagnfræðaskóla. 2.3 Starfsmenntun á námskeiðum sem nema 100 kennslu- stundum hið minnsta en minna en einu skólaári, auk gmnnmenntunar. 3 Framhaldsskólamenntun - menntun á öðru stigi, öðru þrepi. 3.1 Framhaldsmenntun sem jafngildir tveggja til fimm anna námi eftir grunnmenntun. 3.2 Framhaldsmenntun sem jafngildir a.m.k. þriggja ára of women with vocational education in ISCED groups 3 and 5. Revision of the Icelandic Classification of Educational Attainment Before work on the present report was completed, Statistics Iceland (SI) decided to undertake a revision of Icelandic rules for applying the International Standard Classification of Education (ISCED 75), in order to bring them into closer harmony with intemational practices. The SI department for education statistics was in charge of the revision, which was completed in July 1999. The rules will be employed until a new international classification (ISCED 97) is adopted in Iceland. The second version of the Icelandic rules is in most respects based on the first one. Below is a discussion of the two changes that primarily affect the classification of educational attainment as far as this report is concemed. 1. Education that begins after the completion of compulsory education is not classified at the third level category of ISCED unless its duration is at least one full school year, i.e. two full terms in the regular school system. This principle results in various programmes previously classified at ISCED level 3 being transferred to level 2. Such programmes include licensing programmes for professional dri vers (taxis, tmcks, buses, etc.), programmes providing certificates for ship’s officers to handle vessels under 30 GRT, licensing programmes for operators of heavy machinery (earth-moving machinery, cranes etc.), one-term secretarial and clerical programmes and one- term home economics programmes. 2. Programmes preparing for an examination for masters and chief mates of ocean-going vessels, 3rd level, have moved from ISCED level 5 to level 3. On the completion of the ISCED revision, data on the education status of respondents in the labour force survey 1996 to 1998 were reclassified. Earlier data were not revised due to data incompatibility. The revised ISCED 75 was operationalised with a special coding scheme and procedures for coding of education data: Classification of educational attainment in the Icelandic LFS 1 Education at the first level 1.0 Primary school examination or less1 2 Education at the second level, first stage 2.1 Compulsory education2 2.2 Lower secondary school3 2.3 Vocational training programmes of a minimum 100 teaching hours but less than one school year, on top of compulsory education4 3 Education at the second level, second stage 3.1 Upper secondary education for at least one year but less than three years of regular education programmes 3.2 Upper secondary education equivalent to a minimum three-year regular education after the age of 15 3.9 Upper secondary education, duration not specified
