Implementation of ICC resolutions To start the process of im- plementing the many reso- lutions from the 6th Gene- ral Assembly of ICC held in Inuvik, Canada in 1992, ICC Greenland has established six working groups. The Greenland Home Rule Par- liament on their part have committed an annual 100,000 Danish Kroner to the process in theyears 1994 to 1997. This contribution will enable the Greenland delegation to ICC to hold an- nual meetings until the next General Assembly in Norne, Alaska in 1995. A total of 37 resolutions were passed during the Ge- neral Assembly in Inuvik concerning issues such as: evironmental protection; hunting and whaling; cultu- re, language and education; human rights and self-go- vernment; trade, economy and transportation; health and social affairs; substance abuse and prevention; child- ren, youth, women and el- ders. Working groups formed The Greenland delegation commenced the implemen- tation of the resolutions last year, when six working groups were established to deal with the following issu- es: Self-government; He- alth, social and prevention; Environmental; Human rights; Economic, trade and transport; Cultural, langua- ge, educational and science. The working groups will me- et once a year to develop strategies and to evaluate the implementation in pro- cess. The membership of the working groups is formed by the Greenland delegation to ICC from 1992. Each mem- ber country has 18 delegates to the General Assembly. Two seats are held by the Executive Council Members and the remainding seats are held by representatives from the following organiza- tions and institutions: The political parties Atassut, Siumut and Inuit Ataqati- giit; the student council, KIK; the workers’ union, SIK; association of writers, Atuakkiortut Peqatigiiffiat; the Municipality of Avaner- suaq; the national womens’ association, Arnat Peqati- giit Kattuffiat; the Green- land Homerule Authorities; the association of municipa- lities, KANUKOKA; the tea- chers’ association, IK. In ad- dition to these, the organi- zation of elders in Green- land, the Elders’ Voice usu- ally appoint a representative to the Elders’ Conference. Eight of the delegates are from the Coastal communiti- es, while the rest are based in Nuuk. Delegate meetings are therefore held in Nuuk to keep the expenses at a mi- nimum. The ICC Regional Office in Nuuk is currently planning the first delegate meeting which will take pla- ce in Nuuk during the se- cond weekofFebruary 1994. Important process started Until now, the ICC Executi- ve Council has been in Con- trol of the implementation of the resolutions, however, at the General Assembly in Inuvik a resolution was pas- sed which requires that member organizations to ICC are involved in the im- plementation process. Gre- enland was the first member country to establish wor- king groups and to be wor- king on the actual imple- mentation of the 1992 reso- lutions before the next Ge- neral Assembly, planned to take place in Norne, Alaska in 1995. However, ICC in Alaska and Canada have re- cently taken the first steps toward the commencement of the implementation pha- se in their countries. m LO —I O 7X3 < O ~n Z C 7X3 n cz “O O i— > 7X3 n O 7X3 m o m X 7ZL LA C —I O -i 7X3 m Zn LO =l m O 7X3 i— > K O O CZ —I *T1 ITV 7X3 m Zs 5 CZ Z TI TI O m > H Q > 7X3 O n O c > I— cz O 3 i— > cz > 7X3 LO m LO > Z 7X3 CZ > —I > The exciting inside story about ICC and the Inuit people in the circumpolar region, as told by the Greenlandic poet and politician Aq- qaluk Lynge. Text in Greenlandic, English and French. Fully illustrated with colour and black and white photos In this book, Aqqaluk Lynge depicts the establishment of the Inuit Circumpolar Conference, ICC, with its ties stretching from Siberia to Greenland, and speculates on its future prospects.
