Hagstofan hefur tekið saman skýrslur um sveitarstjómar-
kosningar ífá árinu 1930 og lengst afbirt í Hagtíðindum. Frá
og með sveitarstjómarkosningum 1990 em þær gefnar út
sérstaklega sem hluti af Hagskýrslum íslands. Skýrslan um
sveitarstjómarkosningar 1994 sem hér birtist, er áþekk
skýrslunni um kosningamar 1990. Auk inngangs um löggjöf,
ffamkvæmd kosninga, ffamboð, kosningaþátttöku og fleira
em töflur um kosningamar mun fyllri og sundurliðari en áður
var.
Skýrslumar um sveitarstjómarkosningamar em reistar á
skýrslum sem sveitarstjómir láta Hagstofunni í té á þar til
gerðum eyðublöðum. Eins og nánar er fjallað um í inngangi
er mjög misjalfit hversu sveitarfélögin leggja sig fram við
skýrslugerðinga. Þótt flestar skýrslur séu vel gerðar em aðrar
slakar ogþarfþví oft að leiðréttaþær, áætla í eyður ogjafhvel,
í einstaka tilvikum, að semja heilar skýrslur þegar þær fást
alls ekki.
Með lögum vorið 1993 var ákveðið að gert yrði sérstakt
átak til að sameina sveitarfélög. Á grundvelli þessara laga
fóm ff am víða um land kosningar um sameiningu sveitarfélaga
veturinn 1993-1994. í síðari hluta þessarar skýrslu er gerð
grein fyrir þessum kosningum.
Á Hagstofunni hefur Guðni Baldursson séð um gagna-
söfnun, úrvinnslu og gerð þessarar skýrslu, en Sigurborg
Steingrímsdóttir annast umbrot ritsins.

Preface
This publication contains reports compiled by Statistics
Iceland on the local govemment elections held in 1994 and
elections carried out in 1993 and 1994 on the amalgamation
of municipalities.
Statistics Iceland has compiled reports on local govem-
ment elections since 1930. These have been published in
Monthly Statistics up to the report on the elections in 1990,
which was issued separately as a part of the series Statistics
of Iceland. The present report on the 1994 local govemment
elections is similar to the 1990 report in containing consider-
ably more detailed statistics than earlier reports on the
subject. In addition to an introduction describing legislation
conceming local govemment elections, election procedure,
candidature and participation, the statistical tables on various
features of the elections give fuller detail and analysis than
before. The statistics are based on data supplied on special
forms to Statistics Iceland by the local councils themselves.
In most cases these forms have been carefully filled in, while
some are of poorer quality and have had to be corrected for
errors and omissions. For this reason, parts of the statistical
tables are based on estimates or have been compiled com-
pletely by the staff of Statistics Iceland.
A bill passed by the Althingi in the spring of 1993 provided
that a special effort be made to unite municipalities. In
accordance with this law, elections on the amalgamation of
municipalities took place in many parts of the country in the
winter 1993-1994. The second part of the present report is an
account of these elections.

charge of the data collection, processing and compiling of
this report while the layout was in the hands of Sigurborg
Steingrímsdóttir.
