17. Beruneshreppur, Búlandshreppur og Geithellnahreppur
í Suður-Múlasýslu sameinuðust í eitt sveitarfélag, Djúpa-
vogshrepp, 1. október 1992 (auglýsingar nr. 289 17. júlí
1992 ognr. 353 17. september 1992). í Beruneshreppi
var 71 íbúi 1. desember 1991, í Búlandshreppi 456 og í
Geithellnahreppi 69, samtals 596. I sveitarstjómar-
kosningunum 1990 vom 55 á kjörskrá í Beruneshreppi,
287 í Búlandshreppi og 54 í Geithellnahreppi. I hverjum
hreppi um sig vom kjömir 5 hreppsnefndarmenn. í
Djúpavogshreppi var boðað til hreppsneíhdarkosningar
5. september 1992 og kjömir 7 hreppsnefndarmenn.
18. Nesjahreppur, Höfn og Mýrahreppur í Austur-Skaffa-
fellssýslu sameinuðust í eitt sveitarfélag, Homaljörð, 11.
júní 1994 (auglýsing nr. 266 ll.maíl994). íbúar í
Nesjahreppi vom341 l.desemberl993,áHöfh 1.751 og
í Mýrahreppi 87, samtals 2.179. í Nesjahreppi vom 197
á kj örskrá í sveitarstj ómarkosningunum 1990 og 5 kosnir
í hreppsnefhd, á Höfn var 1.081 á kjörskrá og 7 bæjar-
fúlltrúar kosnir og í Mýrahreppi vom 58 á kjörskrá og 5
hreppsnefhdarmennkjömir. Kosningsveitarstjómarhins
nýj a Homafj arðar féll saman við almennar sveitarstj ómar-
kosningar 1994 og em bæjarstjómarmenn 9.
19. LandmannahreppurogHoltahreppurí Rangárvallasýslu
sameinuðust í eitt sveitarfélag, Holta- og Landsveit, 1.
júlí 1993 (auglýsingarnr. 20724.maí 1993 ognr. 33920.
ágúst 1993). íbúar Landmannahrepps vom 133 1.
desember 1992ogíbúarHoltahrepps242,samtals375. I
sveitarstjómarkosningunum 1990 vom 74 á kjörskrá í
Landmannahreppi og 197 í Holtahreppi. Fimm hrepps-
nefndarmenn vom kjömir í hvorum hreppi. Einn listi
kom fram fyrir hreppsnefndarkosningu, sem boðað var
til 26. júní 1993, og varð 7 mannahreppsnefnd sjálfkjörin.
20. Mörkum Ölfúshrepps og Hveragerðis var breytt með
samkomulagi sveitarfélaganna sem hlaut staðfestingu
félagsmálaráðuneytis 17. október 1990 og öðlaðistþegar
gildi (auglýsing nr. 435 17. október 1990). Enginn átti
lögheimili á landi því sem fluttist úr Ölfúshreppi f
Hveragerði.
B. Breyting á stöðu sveitarfélags
Change in municipality status
Sveitarfélag sem telst nú bær58 samkvæmt samþykkt um
stjóm bæjarins og fundarsköp bæjarstjómar, sem þáverandi
hreppsnefnd hefúr sett og félagsmálaráðuneyti staðfest59:

(samþykktnr. 454 15. nóvember 1990).

í kaupstöðum ogbæjumnefnist sveitarstjóm bæjarstjóm, framkvæmdastjóri
sveitarfélagsinsbæjarstjóriogbyggðarráðsveitarfélagsinsbæjarráð.Akveða
má í samþykkt um stjóm sveitarfélags, þar sem meiri hluti íbúanna býr í
þéttbýli og íbúafjöldi hefiir náð a.m.k. 1000 í þrjú ár samfellt, að sveitarfélag
nefnist kaupstaður eða bær þótt annað heiti sé notað í einstökum lögum.
Réttarstaða bæja skal vera sú sama og kaupstaða samkvæmt sérlögum.

13. English summary
A. Outline of legislation on local government elections
The Local Govemment Act of 1986 stipulates that local
govemments be elected for a period of four y ears and that the
procedures for general elections to the Althing are to be
followed unless otherwise prescribed in the Act.
In January 1930 town council elections were held in the 8
existing towns according to the Local Govemment Act of
1929, and were from then on to be held every four years.
Before that, elections were held in the towns at different
times according to separate statutes for each town council,
and only about half of the seats were up for election each time.
In other municipalities the older system was maintained,
according to which elections for about half of the seats were
held every three years, and the election took place at a public
meeting unless the local council decided on a secret ballot or
'U of the voters demanded it. The Local Govemment Elec-
tions Act of 1936 provided that elections should take place
every four years in all municipalities of the country and that
all seats were up for election at the same time. In towns and
townships (municipalities where at least % of the population
live in urban localities) the elections were to take place in
January and, as a mle, be proportional, whereas in other
municipalities the elections should take place in June and, as
a rule, be direct.
As from 1990, local government elections are to take place
on the last Saturday of May which does not precede Whitsun.
Local govemments in municipalities where less than % of the
population live in urban localities can apply to the Ministry
of Social Affairs, provided they do so by the end of March,
for postponement of the election until the second Saturday of
June.
According to the Local Govemment Act the elections are
proportional in municipalities with 300 inhabitants or more
and direct in municipalities with less than 300 inhabitants. If,
however, no candidate list is presented in the larger munici-
palities the election will be direct, while in the smaller
municipalities 20 voters or 7,0 of the voters can demand
proportional voting, provided the demand is submitted six
weeks before election day. Where only one list ofcandidates
has been presented two weeks before election day in munici-
palities that normally would have proportional voting, a
further 48-hour period is given for more lists to appear. Ifno
further lists are presented the list is elected without voting.
The conditions for suffrage are that voters should be 18
years or over on election day, hold an Icelandic citizenship
and be domiciled in Iceland. Citizens of other Nordic
countries who have been domiciled in Iceland for three y ears
or over, also have the right to vote in local govemment
elections. Each person is to be entered on the electoral roll in

49. gr.
Sveitarstjómir skulu setja sér fundarsköp. Ráðuneytið skal láta semja
fyrirmynd að fundarsköpum fyrir sveitarstjórnir og birta hana í
Stjómartíðindum. Gilda þau fyrir sveitarstjóm þar til staðfest hafa verið
sérstök fundarsköp fyrir hana.
