A union member who enjoys full rights within the union, including the right to vote and stand for office, whether he or she pays union dues or not. 10.5 International comparison 10.5.1 Origin of data, coverage and reliability Tables on activity rate, employment, unemployment and annual working hours are obtained from the OECD, Paris, which acquires data directly ffom member countries as well as from the labour force survey of the European Union. In OECD reports, the activity rate is calculated as the proportion of persons in the labour market aged 15-64 to the population of the same age span, rather than the ages of 16- 74 as is the case in this report. Earlier versions took into account everyone active in the labour market (even older than 64), divided by the number of persons aged 16-74. Such multinational comparisons ought to taken with reservations, as it is not always certain that definitions of concepts, methods and classifications of data are comparable among countries. On the other hand, great care has been exercised to maintain intemal consistency in the time series for each country, so that figures should be comparable between years.
