Role description:
The Legal & Executive Affairs Department
seeks to recruit a legal officer. That
department is responsible for providing
legal advice to the other departments of
the Authority on all aspects of EEA law
including the law of the internal market,
competition and state aid law and the
implementation and application by the
EFTA States of their obligations under the
EEA Agreement. All formal decisions taken
by the Authority are examined by this
Department prior to adoption. The
Department conducts litigation on behalf
of the Authority and its Legal Officers reg-
ularly represent the Authority in court pro-
ceedings, notably before the EFTA Court
and the Court of Justice of the European
Communities.
Essential Skills:
l Postgraduate degree in European law.
l Extensive relevant working experience in
the private or public sector.
l Very good knowledge of EEA/EU law.
l Excellent command of written and spo-
ken English (the working language of
the Authority).
l Computer literacy is essential, as well
as adaptability and ability to work both
independently and in a team in an inter-
national environment.
Performance Indicators:
l The performance indicators for this
position include subject matter knowl-
edge, analytical skills and problem
solving, quality and result orientation,
compliance with internal rules, pro-
cesses and instructions, autonomy,
motivation to work and initiative, and
personal efficiency and coping with
stress.
Desirable:
l Experience of conducting litigation in
national or international courts.
l Knowledge of and familiarity with the
functioning of the EEA Agreement, and
the EFTA States.
l Good knowledge of the Icelandic legal
system, and ability to read Icelandic.
l Professional experience involving the
institutions of the EU or the EEA.
Conditions :
The position is placed at grade A4 of the
salary scale, starting at € 81.591,72 per
year. Appointments are normally made at
Step 1 of a grade. A higher step can be
considered on the basis of the candidate's
qualifications and experience. Depending
on, inter alia, the candidate’s family sta-
tus, allowances and benefits may apply.

While its staff members shall normally be
nationals of one of the three EFTA Stxates
party to the EEA Agreement, the Authority
will also consider other applications, pri-
marily those of nationals of the other
States that are party to the EEA Agreement.

The EFTA Surveillance Authority monitors compliance by Iceland, Liechtenstein and Norway with the law of the European Economic Area, enabling those countries to participate in
the European internal market. In monitoring and enforcing the EEA Agreement, the Authority has powers that correspond to those of the European Commission. The Authority is
based in Brussels and operates independently of the EFTA States. The Authority is led by a College which consists of three members appointed by the EEA EFTA States.
