Hagstofa Islands gefur nú í fyrsta sinn út sérstaka hagskýrslu
um félags- og heilbrigðismál á Islandi. A Hagstofunni hefur
til margra ára verið safnað upplýsingum um þessa málaflokka.
Síðustu tvo áratugi hefur það verið gert á reglubundinn og
skipulegan hátt, einkum vegna þátttöku í alþjóðlegu samstarfi.
Þar má nefna samstarf á vettvangi tveggja fastanefnda
Norrænu ráðherranefndarinnar, annars vegar Norrænu
hagskýrslunefndarinnar á sviði félagsmála, NOSOSKO og
hins vegar Norrænu nefndarinnar um heilbrigðisskýrslur,
NOMESKO. Báðar þessar nefndir birta árlega í ritum sínum
efni með samanburði milli Norðurlandanna. Ennfremur hefur
verið unnið að öflun og miðlun upplýsinga vegna hagskýrslu-
gerðar á vegum hagstofu Evrópusambandsins, Eurostat, og
Efnahags- og framfarastofnunarinnar, OECD.
Hagstofan aflar efnis um félags- og heilbrigðismál ýmist
beint frá stofnunum, sem veita eða kosta þess háttar þjónustu,
eða frá ráðuneytum og stofnunum sem skrá og vinna slíkar
upplýsingar. Uppbygging og efni þessa rits tekur mið af
flokkunarkerfi hagstofu Evrópusambandsins og verkefna-
sviðum sem fengist er við í alþjóðlegri hagskýrslugerð um
félags- og heilbrigðismál. Efni ritsins spannar áratuginn
1991-2000. Það nær yfir útgjöld og fjármögnun félags- og
heilbrigðismála, þjónustu á þessum sviðum og neytendur
hennar svo og peningagreiðslur svo sem bætur og lífeyri og
viðtakendur þeirra. Tölumar ná aðeins að litlu leyti til
heilsufars en þær upplýsingar liggja fyrir í öðmm ritum.
Sem fyrr segir hefur Hagstofan ekki birt áður sérstakt rit
um félags- og heilbrigðismál. Nokkrar meginniðurstöður
hafa verið birtar í hagtöluárbók Hagstofunnar, Landshögum,
frá því hún hóf göngu sína 1991. Um leið og ritið kemur út
verður það birt á vef Hagstofunnar (www.hagstofa.is) og er
að því stefnt að þar verði talnaefni þess endumýjað jafnóðum
og nýjar upplýsingar liggja fyrir.
A Hagstofunni hafa Kristinn Karlsson og Sigríður
Vilhjálmsdóttir haft umsjón með gagnasöfnun og úrvinnslu
efnis um félags- og heilbrigðismál og jafnframt tekið saman
þetta rit. Sigurborg Steingrímsdóttir annaðist umbrot ritsins
og gerð mynda.

Preface
Statistics Iceland publishes now for the first time a special
report on social and health statistics. For many years various
statistical data on health and social matters have been collected
at Statistics Iceland. In the last two decades, this has been
done systematically in line with increased participation in
intemational statistical cooperation in these fields. Statistics
Iceland has in particular participated in two permanent
committes working under the auspices of the Nordic Council
of Ministers, the Nordic Social-Statistical Committe
(NOSOSCO) and the Nordic Medico-Statistical Committee
(NOMESCO). Both of these issue annual statistical reports
containing comparable data from the Nordic countries.
Furthermore, Statistics Iceland has collected data and
submitted social and health statistics to Eurostat and OECD.
Statistics Iceland collects social and health data both
directly from the institutions that supply such services and
indirectly from ministries and other institutions and
administrive units that compile and register data of this kind.
The structure and content of this publication takes as frame
of reference the functional approach of Eurostat’s System of
Integrated Social Protection Statistics used in intemational
comparison. The publication covers the years 1991-2000
and presents data on social and health expenditure and
financing, on services (benefits in kind) and their beneficiaries
as well as on cash benefits and their recipients. Only in a
restricted manner does it cover public health statistics as
these are published elsewhere.
As stated above, Statistics Iceland has not before published
a special report on social and health statistics. Some main
tables have been published in the Statistical Yearbook of
Iceland since 1991. The statistical information of this report
is also available on the website of Statistics Iceland
(www.statice.is) where it will be updated as new data becomes
availabie.
At Statistics Iceland, Kristinn Karlsson and Sigríður
Vilhjálmsdóttir have been in charge of the collection and
processing of social and health data and the compilation of
this report. Sigurborg Steingrímsdóttir has been responsible
for the layout.
