Neyslukönnun 1995 23 6.3 Húsaleiguígildi Samkvæmt niðurstöðum neyslukönnunar 1995 búa 81% landsmanna í eigin húsnæði en í könnuninni 1990 var samsvarandi hlutfall um 89%. I vinnumarkaðskönnun Hag- stofunnar í nóvember 1996 var einnig kannað hve margir þátttakendur byggju í eigin húsnæði eða leiguhúsnæði og var niðurstaðan þar svipuð og fékkst í neyslukönnuninni. Þetta virðist styrkja þá niðurstöðu könnunarinnar að hlutfallslega fleiri búi nú í leiguhúsnæði en áður. Meta þarf til fjár búsetu í eigin húsnæði. Húsnæðisnotin voru metin sem húsaleiguígildi fyrir alla þátttakendur sem bjuggu í eigin húsnæði. Stofninn fyrir þann útreikning var byggður á fasteignamati. Húsaleiguígildi er reiknað sem árgreiðsla miðað við ákveðna ávöxtunarkröfu og gert var ráð fyrir 80 ára endingartíma húsnæðisins. Raunvextir eigin fjár voru metnir í samræmi við ávöxtunarkröfu á langtímafjár- skuldbindingum en raunvextir lánsfjár voru metnir eftir meðalraunvöxtum árið 1995 og samsetningu lána samkvæmt kaupsamningum fasteigna sem Fasteignamat ríkisins safnar reglulega. 6.4 Upplýsingar úr skattskrá Ekki var spurt um tekjur í könnuninni en upplýsingar um tekjur, skatta og tekjutilfærslur voru fengnar úr skattskrá vegna ársins 1995. Ut frá þeim upplýsingum voru síðan reiknaðar ráðstöfunartekjur fyrir hvert heimili. 6.3 Imputed rent According to the 1995 HBS, 81 % of people in Iceland live in their own housing, while the corresponding ratio in the 1990 survey was 89%. Statistics Iceland’ s labour market survey of November 1996, which also examined how many respond- ents lived in their own housing or rented housing, produced a similar result to that of the HBS. This appears to support the survey’s fmding that relatively more people now live in rented accommodation than before. Living in own housing needs to be measured in monetary terms. For all participants who lived in their own housing, its use was measured as imputed rent by a user cost model. The basis for this calculation was the official real estate value. Imputed rent is calculated as the present value of an annuity based on a required rate of retum and assuming an 80-year lifetime for the housing. Real interest on equity was meas- ured according to the rate of retum on long-term financial obligations, while real interest on loans was measured on the basis of average real interest rates in 1995 and the composi- tion of loans according to property purchase deeds which are regularly collected by the State Real Estate Valuation Office. 6.4 Information from the Tax Register Respondents were not questioned about their income, but information on income, taxes and income transfers was obtained from the Tax Register for 1995 and disposable income was calculated for each household accordingly. 7. Vogir 7. Weightings 7.1 Úrtakslíkur Eins og áður hefur komið fram var tekið tilviljanakennt úrtak úr þjóðskrá úr fjölskyldunúmefum fólks á aldrinum 18-74 ára sem átti lögheimili á íslandi 1. desember 1994. Hverju heimili geta fylgt fleiri en eitt fjölskyldunúmer. Til dæmis hefur heimili hjóna með þrjú börn á aldrinum 12,18 og 20 ára þrjú fjölskyldunúmer og það voru því þrefalt meiri líkur á að það heimili lenti í úrtaki en heimili hjóna með börn undir 16 ára aldri. Til þess að leiðrétta niðurstöður vegna þess að heimili höfðu mismikla möguleika á að lenda í úrtakinu var búin til vog þar sem tekið var tillit til mismunandi úrtakslíkinda. 7.2 Þátttökulíkur Skekkja getur myndast í niðurstöðum ef þeir sem vilja ekki taka þátt í könnuninni eru frábrugðnir þeim sem taka þátt í henni. Greinilegur munur var á brottfalli eftir heimilisgerð eins og fram kemur í 6. yfirliti. Þar sem útgjöld eru mjög háð heimilisgerð var ákveðið að leiðrétta einnig skekkju vegna mismunandi svarhlutfalls heimilisgerða. Til að geta reiknað þátttökulíkur þarf að vera unnt að skipta öllu úrtakinu, þ.e. bæði þátttakendum og þeim sem ekki svöruðu, eftir heimilis- gerðum. Þetta var unnt þar sem þeir sem neituðu að taka þátt í könnuninni voru spurðir um heimilishagi sína. Búin var til vog sem leiðrétti mismunandi svörun eftir heimilisgerðum. 7.1 Sampling probability As mentioned above, a random sample was taken from the National Register of Persons, selected from family identity numbers of people aged 18-74 who were domiciled in Iceland on December 1,1994. Each household can have more than one family identity number. For example, a household comprising a couple and three children aged 12,18 and 20, has three family identity numbers, giving that household three times higher probability of being selected for the sample than a family with children under the age of 16. In order to adjust the results to compensate for households’ different chances of being sam- pled, a weighting was created which took into account these different probabilities. 7.2 Probability of participation An error may be produced in the results if the group refusing to take part in the survey differs from the group of participants. A clear difference emerged conceming non-response on the basis of household type, as shown in summary 6. Since expenditures are highly dependent on type of household, it was decided to adjust the error arising from the differing response rate among household types. In orderto calculate probability of participa- tion, the entire sample, i.e. both respondents and non-respond- ents, had to be divided according to household type. This was possible because those who refused to take part were asked about their household background. A weighting was then devised to adjust the different response rates on the basis of type of household.
