is not to mention that dealings with building authorities constantly take up more and more time. This results in increased costs and lenthens the building period and increases the cost of capital. The processing time of building applications takes up far too much time and is too expen- sive. To explain how new demands constantly increase building costs one could mention the calculations of the size of accommodation. The building authorities recently imposed the requirement that with the draw- ings for all new buildings a table of registration” had to be submitted. This table has to contain a number of sizes and measurements that designers have to calculate. When all is said and done a designer has to calculate almost 25 cubic and square areas for each flat. Sqare areas have to be calculated accord- ing to 8 different definitions. In addi- tion the area of outside steps has to be calculated and window open- ings in external walls. The resulting expense increases of course the design cost along with other simi- lar demands that constantly come about. Time consuming building control Time used dealing with building authorities has been constantly increasing and is costíng the build- ing industry a lot. For builders it is important that applications are han- dled with speed, that the regulations are clear and not more complicated than necessary. The activities of the building inspectors have to take into consideration the interests of builders to keep building costs low. Time consuming “special require- ments” are however being made and many requirements could be mentioned that only result in delays and increased cost. The building inspector surveys the contents of these documents and they can not be entered into the property register (Þinglýst) unless he approves. In Reykjavík “property division statements” can not be approved without coloured draw- ings of the building in question. All spaces have to be coloured and areas in common ownership have to be coloured yellow. Approved “property division state- ments” are kept in the offices of the district magistrate. Users only receive ordinary copies. They do not show any colours and yellow lines disappear. Requirements like this make dealings with the building authorities difficult and complicated, lengthen the approval time and increase the costs of those who have business with the office of the building inspector.
