builder, 10 people. In total
there were 43 people who
took part in the appraisal
project in in-depth groups,
about the same number
of men and women. The
choice of these people took
into account that it was
assumed that young people
would be more interested
in living in a suburb near to
Blikastaðir.
In general terms the above
APP model was followed in
this appraisal. Much work
went into preparing a ques-
tionaire with about 40 ques-
tions. Ten questions dealt
with background issues,
five about existing housing,
20 about preferred hous-
ing and location and five
about the Blikastaðir area
and its planning. The last
question sought to obtain a
first reaction to the plan for
the Blikastaðir area without
a former explanation. (Only
one photo of the area and
an outline plan for the area
accompanied the question-
aire.)
The second part of
the meetings where the
planning proposal was
explained was quite suc-
cessful and much discus-
sion took place in all of the
groups about its pros and
cons. At the meetings great
importance was put on
everybody being able to air
their views and all proposals
were equally received. Many
participants expressed the
view that the meetings had
both been entertaining and
informative. Many good
suggestions came both
from the questions and dis-
cussion that the landowners
(ÍAV), the planning authori-
ties in Mosfellsbær and the
planners of the Blikastaðir
area will make use of. Of
the issues discussed one
could mention safety along
a distributor road that runs
thelength of the area, size
of roundabouts and location
of services around them,
different access and plant-
ing on the sites of blocks
of flats and various house
types. As could be expect-
ed, considerable difference
in replies could be traced
to sex and age groups. The
author prepared reports
for ÍAV about the answers
and main suggestion of the
groups as a whole. Then
he prepared a goal state-
ment for the detail planning
of the five next districts
at Blikastaðir (The area is
divided into 24 districts in
detail planning) which was,
to a large extent, based on
the results of a study of the
in-depth groups of the out-
line planning proposal.
Conclusion
It is the opinion of the writer
of this article and those who
took part in the appraisal
work of the planning for the
Blikastaðir area that this
work was quite successful.
Not because the planning
work of the Teiknistofan
Arcus was particularly bad
and some major planning
mistakes have been avoid-
ed. This is a large area and
some 6,000 people will be
living there and it is there-
fore important to seek the
opinion of both the public
and professionals at a pre-
liminary stage and before
proposals reach the detail
plan stage. The private
company ÍAV has taken
the initiative here and spent
money in developing meth-
odology that can be used
by others who want to take
care in the planning of new
housing districts. It was the
opinion of the professionals
who took part in this work
that such appraisal should
be part of the planning of
new housing areas and also
in the replanning of grown
built-up areas. ■
