sem samræðan vakti og þeim ályktunum sem stjórnendur og stjórnmálamenn borgarinnar munu draga af henni í framtíðinni. Verkefnið FRAMTÍÐARBORGIN var einskonar æfing í lýðræði, tilraun til að leita því nýrra leiða. Það dylst fáum, og engum sem hugleiðir málið, að vilji og viðhorf borgaranna til eigin hagsmunamála þurfa að koma skýrar fram og munu koma skýrar og milliliðalausar fram í framtíðinni en verið hefur. Stjórnmálamenn og kjörnir fulltrúar eru ekki í tómarúmi, heldur í upplýstu samfélagi og það samfélag ætlast í vaxandi mæli til að þeir reki erindi þess og standi því glögg reikningsskil. FRAMTÍÐARBORGIN var æfing í nýju lýðræði og hluti nýrra og spennandi tíma í sveitarstjórnarmálum. Þeir sem með einum eða öðrum hætti komu að verkefninu skiptu þúsundum og hafi þeir þökk fyrir. ■ THE VOICE OF THE PUBLIC IN REYKJA- VIK Attitudes of the residents of Reykjavík to the future of the city and the City of the Future In the 2000 - 2001 study „The Future City“, an effort was made to initiate discussion with residents about the future role and service of Reykjavík. In the publication „The Voice of the Rublic", attitudes of the people of Reykjavík towards the future of the city and the city of the future is to be found. This was an interesting novelty. The views of the pub- lic about the future of the city were sought in various ways; through study groups, open meetings, confer- ences, and interviews, to name a few. Some of the results were introduced in the pamphlet, „Reykjavík, the Future City - the Voice of the Public“, which was sent to all homes in the city at the beginning of 2001. In a follow-up to this, a city-wide opinion poll was carried between February and March 2001. The main findings of this poll are released in the first part of the above publication, and a complete report is available on the Reykjavík homesite (http://www.reykjavik.is). In addi- tion, some findings from Reykjavík service polls of 1996, 1999 and 2000 are also included. The second part of this publication deals with mes- sages, ideas, questions and points raised in the above discussion about the city’s future. These messages are divided into nine parts, called “The Nine Lives of Reykjavík”. This is, however, only a haphazard selec- tion from the discussion and can by no means be looked at as a conclusion. That conclusion does not exist apart from the thoughts that this discussion pro- voked and the conclusions that the city governors and politicians will draw from it in future. The study, „The Future City“, was rather an exercise in democracy, an experiment in discovering new possi- bilities. It is obvious to most people, and nobody who gives it a thought, that the will and the attitudes of the public regarding its interests have to be more articulat- ed and will be clearer and more direct in the future than they have been. Politicians and elected representatives are not in a vacuum, but find themselves in an informed society which expects them to an increased degree to carry out its wishes and be clearly accountable. „The Future City“ was an exercise in a new democra- cy and part of new and exciting period in local govern- ment. Many thousands of people took part in this study and thanks are due to them. ■ 47
