Guðmundur discusses the impor-
tance of locating buildings taking
into account the altitude of the sun
and to making adequate sanitary
provisions in residential areas. But
he also places particular emphasis
on the importance of aesthetics in
city planning, the idea that roads
and buildings are well and thought-
fully placed in the land,“so that one
can understand the reasoning be-
hind the location of a building and
enjoy it”.
In the building of a modern city
these values must no less be taken
into account. Now the require-
ments are more numerous. In ad-
dition to landscape, vegetation,
and light, preservation must be
observed. There are more build-
ings, more varied activities and
transportation as well as social an
economic aspects. The interest
shown by the public has become
widespread and more effective.
This raises the question: What kind
of a city do we want to live in?
This question requires an answer.
Land in Reykjavík is not without
limit, although there is as yet no
shortage of space. The present
policy is to increase densities more
than has been the case during the
last decades in order to make the
city more economical and use the
infrastructure of the city better. In
this way it is possible to make sure
that the inhabitants can travel to
work and utilities without having
to drive far through human-scale
common city space. As densi-
ties increase it is important to
define what landmarks and vistas,
both natural and manmade, are
important in the creation of the
city and influence the cityscape.
This has been dealt with in a new
Development Policy for the Central
Area of Reykjavík (Þróunaráætlun
miðborgar Reykjavíkur), a detailed
policy formulated for the future de-
velopment around the oldest part
of central Reyjavik. In the present
Development Plan for Reykjavík the
look and quality of new and older
areas are given special emphasis
in regard to their integration into
landscape and population densi-
ties. An architectural policy is also
in the making that will reflect the
policies of the city with regard to
planning and building issues and
further the society’s understand-
ing of the importance of quality in
forming the urban environment. ■
