hlutlaus áfrýjunarnefnd, sem kannar slík mál
reglulega. Allir sjúklingar skulu fræddir um
það að slík nefnd starfi og þeim sé heimilað
að áfrýja til hennar, sjálfum eða fyrir
milligöngu málssvara, án íhlutunar
starfsfólks sjúkrahússins eða nokkurs annars
aðila.
7. Geðlæknirinn má aldrei notfæra sér tiltök í
starfi til illrar meðferðar einstaklinga eða
hópa og honum ber að gæta þess, að láta
aldrei óviðeigandi langanir, tilfinningar eða
fordóma hafa áhrif á meðferðina.
Geðlæknirinn má ekki taka þátt í
meðferðarþvingun, ef geðkvilli er ekki til
staðar. Krefjist sjúklingurinn, eða einhver
þriðji aðili, aðgerða, sem eru andstæðar
vísindalegum og siðfræðilegum meginreglum,
ber geðlækninum að neita samstarfi. Þegar af
einhverri ástæðu ekki er hægt að verða við
óskum sjúklings eða að stuðla að bestu
hagsmunum hans, ber að upplýsa sjúkling um
það.
8. Allt það, sem geðlæknirinn fær að vita hjá
sjúklingnum eða hefir komist að við
rannsókn eða meðferð, ber honum að halda
leyndu, nema sjúklingurinn leysi geðlækninn
undan þagnarskyldu eða mikilvæg almenn
gildi eða beztu hagsmunir sjúklings geri
uppljóstrun óhjákvæmilega. í þessum
tilvikum ber samt sem áður að greina
sjúklingi umsvifalaust frá þessu rofi
þagnarskyldu.
9. Aukning og útbreiðsla geðlæknisfræðilegrar
þekkingar og færni krefst þátttöku sjúklings.
Formlegs samþykkis, sem byggt er á vitneskju
þarf eigi síður að afla, áður en sjúklingur er
kynntur nemendahóp og ef tök eru á, þegar
sjúkrasaga er birt og gera skal allar réttmætar
ráðstafanir til þess að varðveita nafnleynd og
að tryggja mannorð þess, sem í hlut á.
í klínískum rannsóknum, sem og í meðferð,
ber að bjóða öllum þátttakendum þá beztu
meðferð sem völ er á. Ákvörðun um þátttöku
verður að vera af frjálsum vilja, tekin eftir að
veitt hefir verið full vitneskja um tilgang,
aðferðir, áhættu og óþægindi tengd
verkefninu og ávallt verða að vera
skynsamleg tengsl milli þeirrar áhættu sem
tekiner eða óþæginda og ábata af könnuninni.
Fyrir börn og aðra sjúklinga sem ekki geta
gefið formlegt samþykki byggt á vitneskju,
skal leita slíks samþykkis hjá aðila, sem er
nákominn sjúklingi.

informed of its existence and be permitted to
appeal to it, personally or through a
representative, without interference by the
hospital staff or by anyone else.
7. The psychiatrist must never use the
possiblities of the profession for
maltreatment of induviduals or groups, and
should be concerned never to let
inappropriate personal desires, feelings or
prejudices interfere with the treatment.
The psychiatrist must not participate in
compulsory psychiatric treatment in the
absence of psychiatric illness. If the patient or
some third party demands actions contrary to
scientific or ethical principles the psychiatrist
must refuse to co-operate. When, for any
reason, either the wishes or the best interests
of the patient cannnot be promoted he or she
must be so informed.
8. Whatever the psychiatrist has been told by
the patient, or has noted during examination
or treatment, must be kept confidential unless
the patient releases the psychiatrist from
professional secrecy, or else vital common
values or the patient’s best interests makes
disclosure imperative. In these cases,
however, the patient must be immediately
informed of the breach of secrecy.
9. To increase and propagate psychiatric
knowledge and skill requires participation of
the patients. Informed consent must,
however, be obtained before presenting a
patient to a class and, if possible, also when a
case history is published, and all reasonable
measures be taken to preserve the anonymity
and to safeguard the personal reputation of
the subject.
In clinical research, as in therapy, every
subject must be offered the best available
treatment. His or her participation must be
voluntary, after full information has been
given of the aims, procedures, risks and
inconveniences of the project, and there must
always be a reasonable relationship between
calculated risks or inconveniences and the
benefit of the study.
For children and other patients who cannot
themselves give informed consent this should
be obtained from someone close to them.
