An Alliance delegation, meeting with the Cabinet charged
that Villages within Municipalities voting against the “Wet
Option” were obtaining beer parlor licenses through Incorporation
It claimed this was disfranchising voters in “dry” rural
municipalities.
Out of 17 Municipal votes held under the Local Option By-Law
during the past 3 years, only two voted for sale of liquor. Soon
after the votes. “certain strategic Villages in ‘dry’ areas applied
for incorporation”, claimed the delegation.
The Delegation maintained that “immediately upon incorpora-
tion, an agitation was started in each of the Villages for a Hotel
with forthcoming powers for establishing such a hotel if assurance
of a beer parlor could be obtained in advance.”
Among other Recommendations by the Alliance were:
That the Manitoba Liquor Commission require definite proof
of age from young persons applying for liquor permits.
Closer censorship of Motion Pictures, to eliminate “much of
the persistent, needless and inexcusable intrusion of drinking
shown on the screen.”
The establishment of a central clinic for Medical and
Psychiatric treatment for Alcoholics. This to be established in
co-operation with volunteer agencies.
1 feel 1 should give you a part of the lecture delivered in the
Grace Lfnited Church, Winnipeg, a short time ago by Dr.
Meckenburg.
He strongly condemns moderate drinking. He challenged all
Ministers and Christian people to unite in an all-out war against
moderation, which he termed a SIN, and the cause of half of the
Nation’s CRIME.
Dr. Meckenburg said: “Alcoholism is a top ranking disease
and the only disease in the United States where the Government
co-operates' in spreading the germ. Magazines are filled with
advertisements which glorify alcohol. Medical men say alcoholic
patients are the worst type, because they do not want to get well.
The much talked of revenue would be NIL if the cost of results
of the traffic could be tabulated.”
Before I close this repoi’t, I would like to call your attention
to the article my husband wrote in the Parish Messenger about
our School of Narcotics, which is to be held in Saskatoon in August.

anyone be interested in taking that course with the purpose of
